This would have been a great hardship on them, and may have been the means of crippling the producers for many years to come. As it is, our people can feel thankful to the Oregon delegation for rushing the bill through at the early part of the session of congress before filibustering tactics had been inaugurated. Had this cheerful news been re ceived a week or ten days earlier, there would be about $20,000 more money in circulation in this, imme diate section. A few of the settlers were able to borrow the necessary amounts by paying outrageously high interest, and many a dollar has been sent to the land office from this section during the last two weeks. Much credit is due Senator Stei wer for his prompt and vigorous work-irrthe- legislaturerin behalf of these settlers, it was through him that this bill . was rushed through both houses early in the session. All these people will hold him in grateful remembrance. The immigration question is just now receiving more attention from the press of the country than any other problem of goverment. There seems to be an almost unanimous desire for reform in this direction," and unquestionably there is room' for much improvement in our immi gration and quarantine arrange ments. But the danger is in going too far. Restrictions on immigrat ion of the better class would greatly hinder the progress and develop ment of our vast Western territory. The cramped farmers of the old ' world should be encouraged to come to this country. We need them, and they need our board acres. What we do not need, and should refuse to receive, is the scum and riff-raff of European cities. It is not the quantity, but the quality of immigration which should be looked after. For the honest and industrious classes we have plenty of room. . For vagabonds, thieves, anarchists and agitators we should have no welcome. What should be required of every immigrant is not a money fee, but a record of his pre vious career and satisfactory evi dence of good character St. Paul Globe. . ..- hundred to one hundred and forty per thousand. Austria is the op posite pole for Ireland, and takes the lowest place in morality among the European nations, with a rate of one hundred and forty-six per thousand. The inquiry into the causes of these varying rates of il legitimacy raises complicated and interesting problems. The causes generally supposed to be the princi pal factors in the matter are pover ty, ignorance, and the contamina tion of great cities. Examining the influence of these, Dr. Leffing well finds it very slight. In Ire land, the lowest rates arein the poor est counties. Russia, with one of the lowest rates, is oue of the poor est countries; and the author af firms "there is nowhere such uni form relation between thejndigence of a people and the prevalence of illegitimacy as to justify the hy pothesis that this phase of moral delinquency in any district or coun try can be accurately described as caused by its poverty. As little can the influence of great cities ac count for the prevalence of illegiti macy. Education and creed ap pear to have little - influence. We must seek the real factors in race and heredity, legislative restraints upon niariage, social usage, and other like circumstances."
