The peo ple who have worked so hard to se cure this atep are to be congratulated. Though nominally in the name of As toria the move was initiated by the Portland Journal and J. N. Teal on the theory that in toll instanoe the interests of Astoria are identioal with the interests of the whole Colombia basin. In granting Astoria the same tate enjoyed by Seat le and Taooma the oommission based its deoision on consideration of service oost, Since the expense of banl from the Interior to Astoria is no greater than the ex pense of banl to Seattle a higher rate is unjost and so Astoria is given the same rate as the Sound cities, Invok ing this same prinoiple it will be log ioal for Portland to set up claim for an even lower rate ttan Astoria gets beoanse Portland is 100 miles closer than Astoria to this territory. At a meeting recently held in Pendleton by the Umatilla Oonutr Good Rouris association and the special road committee of the Peudletou Commercial Association, it was proposed to make the bonds bear Dve per aeut, interest end to be 10 year serial bonds.
