done twenty years ago, with a closer
settlement of tbe country and an in
creased demand for water, says tbe

AN IMPERTINENT DEMAND
; There is a member oi the Legislature
of California who , upon tbe mistaken
premise that all children who are born
are blessings to tbe state, has intro
duced a bill providing tbat any man
who is father of twelve children shall
receive a pension of $25 per month.
Stupidity and assumption could hardly
go farther than this. Why should the
state pay for what it already has in
over abundanoe children who come
into life at tbe behest of a selfish an
imal instinct merely? Why put a pre
mium upon irresponsible parentage;
itself tbe root of two-thirds of the
sooial and economio evils of the time?
Look at the Children's Homes and
Boys' and Girls' Aid Sooieties, and
Baby Homes and the records of Juven
ile Courts, through all of wbioh pa
rental irresponsibility stalks in moral
nakedness, unashamed, and then talk
of plaoing a premium upon fatherhood
tbat does not recognize the duty of
oaring for its own I The ecotim of
such a proposition, coming from a man
who had already in his own estima
tion reaobed the parental distinction
numerically considered tbat entitled
him to a tension, is disgusting. It
mocks at the finer sensibilities that
find expression in parental responsi
bility and honest, self -respecting pride
of posterity, contributes to tbe pauper
snirit already rampant, and seeks to
make merchandise of an instinct that
if riot saored, is gross to the last
degree.
Tbe father of a numerous progeny
can only be just to himself, bis child
ren and the state by bringing his
family up to be self-respecting, . self
supporting members of society, with
an educational equipment that will fit
them to disoharge the duties of life, as
these oome to them aooording to
tbeir station in the industrial and
professional world. The man who
brings np his children, whether two
or twelve, on these lines, may well be
acoounted a good, reputable and useful
citizen. Such a father does not ask a
pension or any special commendation,
being satisfied with tbe simple fact
that of duty honorably performed to
ward his own and to tbe state. ; As to
the others the irresponsible class it
is enough and more than enough tbat
the stato is compelled to oare for their
overplus of negleoted obildren in ways
shown by the records of pbilantbropio,
reformatory and punitive institutions
without levying further tax upon it
self to provide a pension for this chief
of sinners against it tbe self -complacent
progenitor of more obldren than
be can briug up to lives of usefulness,
iuoluding tbeir ability to support bim
when he is old, without appeal to
public charity Oregonian.
