But as an instrument of more serions criminal enterprise it still needs considerable advertisement. This it is now toreoeive to tbe foil. Wherever in America poople can read tbe story of Laporte will make its way. Tbe remote mining camps in Alaska and tbe lumber camps in tbe Noithern wilderness, the lone- ' fiomest farms ranches of tbe far VJlest, tbe plantations of the South and tbe most ignorant districts of tbe great cities will each in their dne time be full of tbe wonder and grewsome fasci nations of this mystery. Tbe name of Laporte will fix itself in tbe mem ory of at least a generation. Umatilla county journalism is in deed fortunate in having suoh an able editorial page to consult, politically speaking, miud you, as tbat of the Pendleton Tribune. It is doubtful if I bete is another section of tbe state of Oregon ontside of Umatilla county, wbiob is not cognizant of tbe fact tbat tbe Presidential election is a matter of history ; tbat Taft is elected and that tbe "Peerlesri leader" bas tasted the drugs of defeat for a third time. But here in old Umatilla it's different. Ibe boys of the craft are slow to oatoh on. Wby should not Oregon have tbe management of all the publio lands within her borders, forest and other wise? Wby should not all tbe states have a similar control of the publio domain within)tbeir limits? Such a plan was proposed by tbe Trans-Miss issippi congress at Denver in 1891. It is, by tbe terms of her admission into tbe union, tbe plan in vogue in Texas. Tbat state bas always controlled, regu lated and sold all its lands without interposition by the federal govern ment. The plan for Oregon and all other states to exercise snob control is de clared to be permissible under tbe fed eral constitution. It is urged by tbe Denver Post, whiob is supporting suoh a plan, tbat congress could pass an act relegating tbe management of tbe publio domain to tbe individual states. It has approached suoh actiou in the Carey act providing foi tbe states to take control of lands for irrigation purposes. Under this act Idaho has reclaimed a million acres and is pass ing into the control of a second mil lion. It is a plan to appeal to business discretion. The story of great land frauds perpetrated in OregoD and other states under tbe present system is evidenoe of the weakness of federal control. A far removed Washington Ai'tment with tbe people's birth right of lands in tbe bands of corrupt ible federal agents has faults tbat have been shown to be fatal. Tbe colossal frauds with wbioh the past reeks would have been impossible under a state regime. The state administra tions may bave had faults in judgment and lack of business sagacity, 'but in federal management these are present with tbe added infamy of theft and criminality. State management in Texas is beslimed with no reoord of criminal outrages on the publio do main. It could be so and would be so in Oregon were state control to be established. Under snob a regime tbe enormous thefts of magnificent forests by?railroad corporations would have been impossible. The stealing of val uable water powers in forest reserves by monopolies oould acd would be averted. The saving of lands and water powers alike and tbe setting aside of a part of their increment for the common schools could be provided for. it is a plan embodying many phases of promise and few if any dis advantages.
