FM'SJMl Combination Effort to Down Cham, berlain and Defeat Will of the People. Ibe old game is on again, says the Port laud Journal. It is anything to beat George E. Chamberlain before the legislature for eleotion to the United States senate. It is back to tbe old system of baiter and sale, 40-day con tests and debauchery, and this time tbe people are to be asked to aid in tbe revision. That is tbe plan that is now being mapped out ty the Fnlton fac tion, tbe old remnants of the Mitchell maobine, for tbe subversion of tbe popular will and tbe reopening of the 8enatorialoonteet at Salem nt Jan uary. It is op in eastern Oregon, and tbiongb tbe sparsely settled districts, that tbe Fnlton men expeot to win tbeir battle, defeat tbe people and elect Fnlton to the senate if possible. And this is abont tbe way tbey plan to do it: Fnlton men in eastern and central districts of tbe state are to circulate petitions for signatures among the voters of tbe districts directed to tbe representatives and senators from those districts asking them to disregard tbeir Statement No. 1 pledge and vote for a Republican for senator. Fulton, of course, is to be tbe Republican. At tbe same time pressure is to be t rough t to bear on these Statement No. 1 members of tbe legislature to influence them to agree to observe tbe request of these petitions, provided a majority of the voters of tbe district affix their names. In tbe legislature there are 51 State ment No. 1 members, thus making it necessary to win over by some meaus, seven votes before tbe sobome of tbe Fulton faotion oan win. Even then, however, it would only be possitlo tor Fulton to win provided be held tbe whole number of anti-Statement No. 1 menu, and the seven subsidized votes, in line. Tbe result, provided tbe seven men could be found to violate their pledges, would iu all probability be a deadlock and uo eleotion. It is also tbe rumor that at least one member from tbe interior has said he would forget his Statement No. 1 pledge provided a petition signed by more than one half of tbe voters in his distriot, asking him to vote for a Re publican, were presented to him before tbe date set for the eleotion of United States senator. Tbe Fnlton following expects by this petition scheme to be able to switch at least Beven members of tbe legisla ture. They contend that the people who voted for Statement No. 1 mem bers of tbe legislature did not take in to account tbe possibility of Governor Chamberlain winning the popular in dorsement. Tbey argue tbat tbe ma jority want a Republican and are willing to abandon tbeir belief in the prinoiple of tbe direct election of United States senators to seoure a Re publican. In tbe face of this argument and effort, however, comes tbe vote wbiob the people of Oregon gave to tbe bill, now a law, instructing tbe members of tbe legislature to vote for tbe candi date for United States senator who re ceived tbe popular vote". In Jane last this law was passed by a popnlar vote of 69,668 for and 21,163 against tbe measure, or by a majority of 18,506 votes. At the same time George E. Chamberlain rcoeived 52,421 votes. Thus it is seen tbat 17,247 voters of tbe state who did not vote for Cham berlain did vote for tbe principle set out in tbe law, placing themselves on record as favoring the obedience of tbe legislature to tbe popular will of tbe people as expressed at the polls. Seuator Fnlton and his friends, in tbe senatorial campaign, are going on tbe theory tbat tbe 69,668 voters of tbe state who cast tbeir ballots in fav or of a law to make tbe popular vote binding on tbe legislature, as regards tbe United States sooatorsbip, did not moan what tbey expressed by tbeir votes last June. The plan is to make loyalty to party tbe great plea in the hope tbat, aided by tbe enthusiasm of tbe piesiaeutial campaign, a majority of the voters can be induced to repu diate tbeir belief in tbe direot election ot United States seuators, iu order to defeat Governor Chamberlain and elect Seuator Fulton to tbe offioe al ready acoorded to him by tbe popular vote of the people. Nothing but temperanoe drinks will be sold on the Spokane fair grounds this year, as tbe sale of liquor is a tbicg of the past at the fair. There will be no bar on tbe Spokane fair grouuds this fall. This was tbe unan imous opinion of tbe board of directors at tbe last meeting of tbe Interstate Fair association. The abolition of the bar was deemed necessary, so tbe liquor selling conces sion will be omitted from tbe list of privileges to be auctioned to tbe high est bidder on the 29th of August The long bar under the grandstand will be devoted henceforth to other purposes. "Ton management of tbe fair has long desired to take this step, and has taken it on their own volition, believ ing it to be tbe wish of tbe people," states President George T. Crane. "We have always tried to conduot the fair to please tbe public We have bad tbe matter under disoussion since tbe fair last fall, and it has been prac tically understood tbat tbe bar privi lege in tbe future would be suspended Conditions have changed and I want to assure tbe publio tbat we are trying always to manage tbe fair to please the greater number." Tbe former barroom under tbe big grandstand will, in all probability, be turned into a poultry sbow this year. This poultry exhibit this fall will be one of the most extensive in the history of tbe fair. STILL HUNTING FOB LOST BOY Paroled Convict Duping Parents of Boy Lost at Toll Gate. A special from Lewiston, Idaho, to tbe Oregonian says: Ceoil A. Brittan, the Walla Walla boy, 7 years old, kid napped at Tollgate in tbe summer of 1906, is either seoreted in tbe Grand Ronde distriot or tbe parents are the viotims of a plot to extort money, be cause of tbeir anxiety to recover tbe missing boy. Tbe bunt for young Brittan was directed to tbe Grand Ronde section by Sam Breen, a paroled oonvict from tbe Walla Walla penitentiaiy, who is alleged to have confessed to complicity in kidnapping tbe child, and who was placed on parole to assist tbe parents in tbeir search. Breen visited Lewiston last week and rode into Grand Ronde section. He returned Saturday night and was met ty R. L. Brittan and wife, parents of tbe child. Breen said be had met tbe parties with the boy and that a borse was shot from under bini when be at tempted to carry the child away. L. M. Butler of Spokane is said to be associated with Breen in tbe search. Tbe entire party left for the point in Eastern Oregon where Breen said the oaptors had headed for after tbe en counter in the Grand Ronde section. Little credence is given to tbe story of tbe shooting and it is generally be lieved that tbe Brittan family has been victimized. Whv James Lee Got Well. Tbe waters of tbe Snake and Bruneau rivers will be diverted to tbe land under the pro ject.
