ORE.. JUNE 26. 1908 1 HM Tbe mao who can face victory with a confident smile does not show special courage or traveiy, tut tbe man wbo faces defeat and can smile, is tbe one wbo will take a Dew bold and make a snooess of life wbere all others fail. It is tbe same ray, says au excbange, with a town or a community. Tbe town that forges ahead while all tbe surrounding conditions are favorable may be called prosperous. That is hardly a troe test of tbe spiiit of the people living in the town. The troe test comes wbeo tbe. conditions sur rounding tbe town changes, till the life of tbe town depends altogether on tbe energy and spirit of tbe citizens aud tbe business men. The town that can go ahead, or even hold its own under tbe adverse conditions is tbe one that shows tbe master spirit, tbe do or die euergy tbat has bnilt tip so many f torn small towns and villages It now appears tbat the republican "experts" of tbe United States senate "dootored" tbe lecord in order to de feat Senator La Follette in bis filibus ter against tbe currency bill. Now, tbe question is whether be will return tbe compliment by "doetoriDg" tbe iepublioan party in Wi.cousio. There was a scare In England over the alleged cry of tbe people of India "India for tbe Indians." Bnt nothing seiions is likely to happen right away, Tbe English have tbe upper band of the Indians and they both know it. Next year yon will see 10.000 people living upon tbe irrigated lands nnder tbe Furnisb-Coe, Tbe Western Land & Irrigation company, and tbe govern ment projects, predicts tbe Kobo Register. It was cruel in Henry Watterson coming out just now for Bryan, wbeu Johnson's boom was getting bigger, He bad no business to go back on the dark borse be discovered early in tbe campaign. It is said tbat the typewritten copy of Senator La Follette's speech tipped tbe soales at 19 pounds. It evidently was a heavy argument, but paradoxi cally, it did not cany muob weight. With anti-local option in effect, water overflowing tbe river banks and the rain descending in copious showers, there's certainly nothing looking dry aronudhore, says tbe Glatskanie Chief. In every country -town there is a sign at tbe railroad crossing like this: "Look Out for the Cars." Now every body in these towns know tbat it was a'railroad crossing tbe day the line was laid. When the sigu was put up it took two days not longer for every inhabitant to become familiar with it- Iu a week even the small children ba-&.saad and spell it twiok ward. Did tbe railroad" take it down? No. If they bad the warning would have boon forgotten in a week, and sinash-ups aud damage suits would have resulted. Onetime advortise meuts act tbe same way. You must keep everlustingly at it like tbe rail road crossing. So far as known neither tbereputli can nor tbe democratic platform fiamers have submitted for approval a plauk pointing with pride to tbe overthrow of tbe campaign fund. Ella Wbeeler Wilcox says she holds pain as her dearest friend. Ella ought to be supremely happy during tbe gren ppplu season, observes tbe Spokes man-Review. Anyway, jouu n ayes Hammond is eutitled to have ois pioturea 'printed on tbe ground tbat be was tbe only man wbo admitted he wanted the vice prebidouoy. Tbe Cbiuese minister to tbe United States, Wu ling Fang, paid a notable t.ibute to Ameiioan educational insti tutions when, speaking of Chinese students iu tbe Uuited States, he said: "If you ask me wbo will exert tbe greatest influence on China's domestic v.K"jjd foreign polioy in tbo next few deoades, I answer, 'Our youug men wbo have boon aud aro being eduoated iu tbe colleges of America,'" He added that tbe viceroys and other offi cials are so eager to seoure the services of tbe Cbiuese eduoated here that they do not wait until tboy graduate before trying to ongngo them. It must bo that there are to be some strange exercises at Astoria on July fourth, for the Astorian says: Astoria proposes to celebrate tbe day tbat never grows old in America with due reverence and acolaim and band down a now reoord iu the manner cf its observance The deathless theme it , stauds for is just as vivid and potent as it was 133 years ago aud inspires tbe same devout recognition it has bud yoar by year, sinoe tbo immortal cause of it all took place. )r. Krause of Berlin has discovered a serum whiob cures the viper's bite. Senator Jeff Davis need no longer ad vocate muzzles for the money power. A good way to teach Uncle Joe tbe soience of forest preservation would be for bis constituents to send bim to explore tbe Tall Timbers. It- seems a little awkward tbat all tbe heavy raius are iu the rum dis tricts aud tbat tbe prohibition states are having a drouth. Count Boni's threat to disgrace Sagan may mean that he proposes to proclaim their relationship. Liquidation of tbe banks seems to be still going on, especially tbe banks of tbe Missouri and its tributaries. in good faitb to carry ont the popular will at expressed at the election. Tbe direef advantage of tbis plan is tbat it enables tbe people aotually to ohoose their representatives in tbe na tional senate. There is an indirect benefit which probably will prove even more important. If tbe voters choose tbe sooator tbey will feel free to oast their ballots with little regard to par isan.bip when supporting candidates for the legislature. No voter then will support an unworthy aspirant for leg islative office on tbe ground tbat bis success is Decenary to tbe election of a particular man as United States sen ator. Chicago News. MONEY DRAIN FROM OREGON. It is not only Oregon, but all other states, in a greater or lees degree, tbat are being drained by tbe eastern life insuranoe companies. Aooording to a statement made before the "J0,000 club" of Spokane recently, the people of Washington are annually sending away $10,000,000 for insurance, more than $10 for every person iu tbe state, or two fifths of tbe value of its great wheat crop last year. The people of Alabama, estimates the Birmingham Age-Herald, stnt out last year a like amount for insurance, $10,000,000, and reoeived in paid losses and matured policies $3,781,190, a premium to Wall street of over $6,000,- 000 in one year. In other of tbe southern and western states tbe record is muob the same. But, tbe Age Herald says, "the borne life insurance companies are gaining ground. There is no tetter way to keep southern sav ings at borne than by promoting in every possible way tbe business of tbe home companies. Tbe soandals of three years ago in tbe big New York companies boosted tbe home com panies, and tbe hope is tbat they will be honestly and intelligently managed nntil tbey are able to serve the entire sottcb. Tbis consummation wonld out oif one great drain of southern money. " Tbis applies to Oregon, and to all states remote from New York. Why not stop tbis drain of money to tbat oity? In tbis connection, though there is really no direot relation between tbe two oases, tbe Spokane Spokesman- Review depreoates the faot that "on top of that we are sending away ad ditional millions for dairy products, millions for packing-house produots and still more millions fcr eastern manufactures. Only a state of extra ordinary wealth and resources could endure this drain. These are spend thrift methods, and if tbey are not abandoned we shall have to pay a bard penalty. Tbe world is taking the cream of our mineral wealtb, onr for est resources and tbe fertility of our matobless soil. We are in an era of riotous waste of our marvelous natural resouroes." Tbis also appiles to Oregon. This state, too, is sending away millions annually for produots that it ought to raise at borne. Of dairy and meat products, poultry aud eggs, at least, this state should produce all it ocn- sumes and nave a surplus for export. Oregon will never seo "her own wings' sufficiently until she does tbis. In these ways tbe outflow of Oregon money that never comes back can be gradually deoreased, and millions now annually sent away can be utilized in the development of our resouroes and tbe building up of Oregon industries. Portland Journal. Bucklen'a Arnica Salve Wins. , , Tom Moore, of, Rural Route 1, Coch ran, Ga., writes: . "I had a bad sore come 05 tbe' instep of my loot aud could find nothing tbat would beal it nntil I applied Bucklen'a Arnioa SalveJ Less than half of a 25 cent box woo tbe day for me by affecting a perfect cure." Sold nnder guarantee at Pal aco Drug Co's. store. Kennedy's Laxative Cougb Syrnp is tbe one tbat obildren like so well to take as it tastes nearly as good as ma ple sugar. It acts geutly yet freely on the bowels and thereby it drives tbe cold ont of tbe system. It is sold by Palaoe Drug Co. The Best Pills Ever Sold. "After doctoring 15 years for cbronio indigestion, - acd spending over two hundred dollars, nothing has done me as much good as Dr. King's New Life Pills. I consider them tbe best pills ever sold:" writes B. F. Aysone, of Ingleside, N. C Sold 'under guarantee at Palace Drug Co's. store. 25o. A twenty page magnziuo issued by tbe piisouors iu tbe penitentiary at Salom, Oregon, which they oall, "Lend a Hand," is ourrout and, aside from beiug a typographical gom, is well edited. Not an advertisement appottrs iu its columns. Its revenues are derived from subscriptions aud donations. Tbere is oulv one printer in tbe institution save those who are learning tbe craft through tbe ageuoy of tbis publication aud tbey appear to lo making exoelleut progress. Archbishop Ireland of St. Paul, one of tbe most distinguished Catholio in elates iu tbo United States, declares "' wi -.iiu(s uuiuug women is on iue increase. "During the early times," he says, "men were so bad that women were kept very busy trying to reform them. Men have improved and women have become worse, and the women should now devote tbeir efforts to ob tuin total abstinence among themselves." Charles A. Towue delivered a com- lueuoemout address Thursday at the University of Nebraska on "Govern ment by Parties." It is a subjeot he ought to understand. He has belonged to the republican, silver republoan aud demooratio parties. laft s labcr injuuotiou reooid is bothering Lim considerably, and will probably compel the repnblioan man agers to declare in the platform against government by injunction, bnt that will Latdly fool tbe wag earners. Illinois oitizous would do well to give consideration to tbo "Oregon plan" of enabling voters to express on elootion day their preference for United States senator. Under the Illinois direct-primary law tbe party voter benoefortb will be permitted at pri mary elections to indicate bis choice among tbe different oaudidates of bis party. The Oregon plan goes further, glviug the voter on election day tbe right of choioo among the candidates or all parties. Oregon held its state eli.ot.on last Mouday aud tbe Republicans were generally successful. Tbe legislature will be largely republican on ioint ballot. Under ordiuary uroumstanoes tbis would be expected to insure the election of a republican as Uuited States senator. At Monday's election, however, Oregon's popular governor, Mr. Chamberlain, the Demooratio candidate for United States senator, received about 1,000 more votes than Mr. Cake, tbe Republican aspirant for tbat office. It is probable, therefore, tbat Governor Chamberlain will be ohosen by the Republican legislature to represent Oregou in tbe senate. Tbe legislature, of course, is not legally bound to act in accordance with the popular desire as expressed at tbe polls last Mouday. By tbe constitu tion of - tbe United States the legisla ture is made tbe agency . for choosing senators and therefore from a legal poiut of view itjs free to follow ita own inclinations iu the matter, regard loss of auy restraints imposed by pop ular opioiou, however manifested. A majority of tbe uewly-eleoted mem bers of the Oregon lngistlatnre, how ever, pledged themselves before elec tion to choose as senator tbe candidate receiving the largest popular vote for that office. Any state can put the Oregon plan into operation by enacting a law pro viding tbat the names of tbe various candidates for senator may be placed on tbe ballot to be voted on election day. Ita successful operatipn, how ever, requires in addition a public sen titnent wbiob. will oblige candidates for the legislature to pledge tbemselve COMING INTO OUR OWN. The official photographer for Sunset Magaziue, wbo has been taking pio tures in tbe east end of tbe couuty for the past week, has discovered some fine illustrations of tbe productiveness of Umatilla county soil aud has laid bare some excellent opportunites for poor men to make a start and establish a home quiokly. One apple orobard in the east end of tbe county which has never been known to any one outside of a few neighbors and of whiob but little care has been taken, last year netted the owner $800 per aore iu fine winter apples. A vineyard of which perhaps no one in Pendleton ever beard yields $500 per aore every year. Tbe vines are as strong and thrifty as those of any of the California vineyards and produce almost as well, although tbis country is not advertised as a giape district. Another thing revealed by tbe camera iu the east end of the county was an orchard of peach trees averaging about 5 years old, with 160 trees to the aore, whiob last year netted the owner $3 per tree or $480 per aore. Another nukuown resource found by the same camera was a field of three acres of young strawberry plants which last year netted the proud owner $310 per acre, Tbis year it will do better. And then the best part of tbe story is tbat hundreds of acres of the same kind of land wbiob is produoing these apples, grapes, peaches and straw berries can yet be purchased at prices ranging from $100 to $300 per aore, aooording to location. Any poor mao can seoure a small tract of it. He can find work to sup port bis family while his berries or peach tieas are coming to maturity and before be knows it, so to speak, be oau have a flue inootue and a good borne established. Tbere are thousand of such opportu nities in tbis rioh section of the state. No need for bomeseekers to pass Uma tilla county. 3 here is something here for every class of homeseeker. All that is needed is to make tbe borne-, seeker know it East Oregonian. L 4 3 2.U -.. .'4,,fc-hVT..V.- Ii-fHA.Al JO tr.fil i vn. or Bazlna&s for ia!o.
