MONEY DRAIN FROM OREGON.
It is not only Oregon, but all other
states, in a greater or lees degree, tbat
are being drained by tbe eastern life
insuranoe companies. Aooording to
a statement made before the "J0,000
club" of Spokane recently, the people
of Washington are annually sending
away $10,000,000 for insurance, more
than $10 for every person iu tbe state,
or two fifths of tbe value of its great
wheat crop last year.
The people of Alabama, estimates
the Birmingham Age-Herald, stnt out
last year a like amount for insurance,
$10,000,000, and reoeived in paid losses
and matured policies $3,781,190, a
premium to Wall street of over $6,000,-
000 in one year. In other of tbe
southern and western states tbe record
is muob the same. But, tbe Age
Herald says, "the borne life insurance
companies are gaining ground. There
is no tetter way to keep southern sav
ings at borne than by promoting in
every possible way tbe business of tbe
home companies. Tbe soandals of
three years ago in tbe big New York
companies boosted tbe home com
panies, and tbe hope is tbat they will
be honestly and intelligently managed
nntil tbey are able to serve the entire
sottcb. Tbis consummation wonld out
oif one great drain of southern money. "
Tbis applies to Oregon, and to all
states remote from New York. Why
not stop tbis drain of money to tbat
oity? In tbis connection, though there
is really no direot relation between tbe
two oases, tbe Spokane Spokesman-
Review depreoates the faot that "on
top of that we are sending away ad
ditional millions for dairy products,
millions for packing-house produots
and still more millions fcr eastern
manufactures. Only a state of extra
ordinary wealth and resources could
endure this drain. These are spend
thrift methods, and if tbey are not
abandoned we shall have to pay a bard
penalty. Tbe world is taking the
cream of our mineral wealtb, onr for
est resources and tbe fertility of our
matobless soil. We are in an era of
riotous waste of our marvelous natural
resouroes."
Tbis also appiles to Oregon. This
state, too, is sending away millions
annually for produots that it ought to
raise at borne. Of dairy and meat
products, poultry aud eggs, at least,
this state should produce all it ocn-
sumes and nave a surplus for export.
Oregon will never seo "her own wings'
sufficiently until she does tbis. In
these ways tbe outflow of Oregon
money that never comes back can be
gradually deoreased, and millions now
annually sent away can be utilized in
the development of our resouroes and
tbe building up of Oregon industries.

give consideration to tbo "Oregon
plan" of enabling voters to express on
elootion day their preference for United
States senator. Under the Illinois
direct-primary law tbe party voter
benoefortb will be permitted at pri
mary elections to indicate bis choice
among tbe different oaudidates of bis
party. The Oregon plan goes further,
glviug the voter on election day tbe
right of choioo among the candidates
or all parties.
Oregon held its state eli.ot.on last
Mouday aud tbe Republicans were
generally successful. Tbe legislature
will be largely republican on ioint
ballot. Under ordiuary uroumstanoes
tbis would be expected to insure the
election of a republican as Uuited
States senator. At Monday's election,
however, Oregon's popular governor,
Mr. Chamberlain, the Demooratio
candidate for United States senator,
received about 1,000 more votes than
Mr. Cake, tbe Republican aspirant for
tbat office. It is probable, therefore,
tbat Governor Chamberlain will be
ohosen by the Republican legislature
to represent Oregou in tbe senate.
Tbe legislature, of course, is not
legally bound to act in accordance with
the popular desire as expressed at tbe
polls last Mouday. By tbe constitu
tion of - tbe United States the legisla
ture is made tbe agency . for choosing
senators and therefore from a legal
poiut of view itjs free to follow ita
own inclinations iu the matter, regard
loss of auy restraints imposed by pop
ular opioiou, however manifested. A
majority of tbe uewly-eleoted mem
bers of the Oregon lngistlatnre, how
ever, pledged themselves before elec
tion to choose as senator tbe candidate
receiving the largest popular vote for
that office.
Any state can put the Oregon plan
into operation by enacting a law pro
viding tbat the names of tbe various
candidates for senator may be placed
on tbe ballot to be voted on election
day. Ita successful operatipn, how
ever, requires in addition a public sen
titnent wbiob. will oblige candidates
for the legislature to pledge tbemselve
COMING INTO OUR OWN.
The official photographer for Sunset
Magaziue, wbo has been taking pio
tures in tbe east end of tbe couuty for
the past week, has discovered some fine
illustrations of tbe productiveness of
Umatilla county soil aud has laid bare
some excellent opportunites for poor
men to make a start and establish a
home quiokly.
One apple orobard in the east end of
tbe county which has never been
known to any one outside of a few
neighbors and of whiob but little care
has been taken, last year netted the
owner $800 per aore iu fine winter
apples.
A vineyard of which perhaps no one
in Pendleton ever beard yields $500
per aore every year. Tbe vines are as
strong and thrifty as those of any of
the California vineyards and produce
almost as well, although tbis country
is not advertised as a giape district.
Another thing revealed by tbe camera
iu the east end of the county was an
orchard of peach trees averaging about
5 years old, with 160 trees to the aore,
whiob last year netted the owner $3
per tree or $480 per aore.
Another nukuown resource found by
the same camera was a field of three
acres of young strawberry plants which
last year netted the proud owner $310
per acre, Tbis year it will do better.
And then the best part of tbe story
is tbat hundreds of acres of the same
kind of land wbiob is produoing these
apples, grapes, peaches and straw
berries can yet be purchased at prices
ranging from $100 to $300 per aore,
aooording to location.
Any poor mao can seoure a small
tract of it. He can find work to sup
port bis family while his berries or
peach tieas are coming to maturity
and before be knows it, so to speak,
be oau have a flue inootue and a good
borne established.
Tbere are thousand of such opportu
nities in tbis rioh section of the state.
No need for bomeseekers to pass Uma
tilla county. 3 here is something here
for every class of homeseeker. All
that is needed is to make tbe borne-,
seeker know it East Oregonian.
