Having, at a late day, been nominated by individual electors of the sixth Judicial District, for the offioe of District Attorney, my name will ap pear upon the official ballot as an in dependent candidate. For various reasons I bave found it impossible to make any kind "f a can vass and I desire to state to tbe public through tbe press, tbe particular prin ciples upon wbioh I stand. I believe in law and order and that all laws should be observed by all per sons, and whenever any penal law is violated it should be enforced by tbe proper officers,, courts and juries. Tbat all statutes enaoted for tbe protection of persons, property and good morals should be kept alive and effeotive. It is necessary for all executive offloers, and especially the Distriot At torney, to act with great caution and discretion so as to prevent unnecessary expanses to the county and state. The offioa of District Attorney is neces sarily an expensive one and for tbat rHason tde incumbent should protect the tax payers in every way. Taxes ore muoh too high; there should be retrenchment in every department. It ia the duty of tbe District Attornev to advise all executive officers as to what is legal, and to prevent them from do ing tbat wbioh is unlawful. In tbat capacity it is bis duty to advise and gaide the County Court in tbe expendi tures, which tbe law imposes upon it. The Taxes of Umatilla county bave been increased of late years by tbe un lawful expenditures of very large sums of money, for wbioh reason tbe tax payers might, if tbey saw tit to resort to tbe courts, repudiate a large portion of tbe existing debt of Umatilla county. By this I refer to tbe voluntary creation of county indebtedness over tbe amount of flve-thcusand dollars limited by the constitution; all of suoh indeoteduess having been deolared by tbe Supreme Court of ibis state to be absoutely void, even if in tbe bands of fnnncent pnrobasers.
