Witt Qam AN INDEPENDENT NEWSPAPER Six and Eight Pages Every Friday. F. B. Boyd, i cblisheb. A pplicallon for entrant's an 2nd class matter made on July 5, 1007 t the postoffiee at Atbena, Oregon Under an Actot Congress of March 8, 1879 Subscription ftatat I p i year, In adyanet j Single copies In wrappers, 6c, 12.00 ATHENA. ORE.. MARCH 27 1908 Tbe charges against members of the bonis preferred by George, M. Lilley, representative from Connecticut, wherein it is charged that tbe Eleotrio boat Company and its predeoessor, tbe Holland Boat Company have illegiti mately inflnenoed tbe Daval affairs committee in authorizing the building of eight submarine boats when bnt four were recommended by tbe naval board. baa created more exoitemeut tban anything that has occurred during tois session of congress. Mr. Lilley claims tbe companies have for years main tained an organized lobby at tbe oapi toi for tbe purpose of illegitimately influencing legislative appropriations favorable to tbe Holland Boat, and in bis statement before tbe rules com mittee names several well ktiown per sons whom he asserts have been kept under annual retainers foi that pur pose, he further olaims that tbe companies spent large sums of money to defeat oeitain members of tbe naval affairs oommittee who were uuwilliog to do their bidding, while it also con tributed large sums to tbe campaign funds of oertain members to promote their eloction It certainly is one of tbe strongest arraignments ever pre sented in tbe house aud if true, dis closes a condition of rottenness that is sbametul. ad lowa ezonange says tnere Is uo man engaged in tbe newspaper busi ness who is not acquainted with a man whose excuse for discontinuing bis subscriptou is that he already ."has more papers tban he can read." It is only an excuse offered to ameliorate the presumed laoerated condition of the editoi's feeliugs. It has uo such pttmJi; iu tu grst place an editor never "' worries over tbe loss of a subscriber exoept when he loaves tiip oontfy without paying up arrearages. But why not be truthful and say to tbe houest newspaper man just what you feel at heart. Uo into his den, ask him bow much yon owe, pay tbe de linquency, aud tell bim frankly that you don't want bis disreputable sheet any longer. Say to him iu a sorrow fultoueof voice that you deeply regret bis inabilty to putlish a newspaper worthy of the name and advise him to sell his plaut to some man with a tbimHe of brains aud seek some occu pation wbioh does uot require muob wear aud tear of mind. Do this theu you will go away with tbe comforting assoranoe tbat tbe editor "respeots you for your onudor and will cherish no bard feelings because you choose to borrow bis paper iustead of tnying it. Iu bis Corvallis ppeeob last Juue Senator Fulton made tbe declaration that if be did uot reoeive tbe popular iudorsemeut iu Juue be would not be oaudidate before the legislature. In view of tbe aotivity of his partisaus iu tbe state agaiust Statement No. 1, Tbe Journal baa its Waahiugtau correspon dent ask Senator Fill to u if be still stands by tbat declaration, and his au wer thereto was "I am not making any statements now." This refusal to reiterate his declaration, together with the opposition of his Oregon friends to Statement No. 1, raises the question, if, after all, the Fulton movement has not its ultimate in an attempted legislative election instead of popular choice. Tbe plan of some of bis friends of aooepting a candidate if he be all right politically has its wide teudeooy toward promoting a complexity tbat will after all throw tbe choice iuto tbe legislature. It makes no difference to tbe tax payer whether a man is a Republican or Democrat, a probibitiouist or a high lioense advocate it is bis effi ciency that oouuta aud bis efficiency tbat costs. Party names aie merely cloaks for offloe-seekeia who lack per sonal meiit to hide behind. They have nothing whatever to do with the administration of county matters. Pity the poor newspaper mau, for another print paper trust is forming with a proposed capital of $50,000,000. Tbe report of the organization says "little cash will be required," bnt we doubt tbat, for experience teaohea us tbat all the corporations waot all the cash they can squeeze out of the American jwopl An Indian war veteran recently noticed an item in the Oregonian en titled "Pensions to Oregonians" which brings forth from him tbe following remarks: "Then follows a list of names, res ide ts of Oregon, who have bad their pensions increased recently. I do not begrndge any veteran of any war in whiob tbe United States has been en gaged, all tbe increase in bis pension be can secure. Tbe government is pretty tardy about these increases of pensione, to say the least, but the point I desire to make at this time is, that not one of tbe veterans named is an Indian war veteran. Tbe Indian war veteran gets fS per month, no more, no less. Why should not tbe Indian war veteran be entitled to an increase as other veterans are? Why discrim inate betweeu him and the veterans of other wars? . Be risked bis life, he suffered hardships and privation, he bore the beat and bnrden of the day and tbe dangers which threaten tbe soldier on tbe field of battle. He was regularly mustered into tbe service of Uncle Sam and he stands before tbe country and before tbe world as one of tbe veterans of a war in which his country was engaged. Therefore I ask why, in the name of even-handed justice and common sense, is be not en titled tot be same rights under tbe pen sion laws of tbe United States that are aooorded tbe veterans of other wars? As voioing one among many of tbe transportation needs of sadly neglected parts of Oregon we quote tbe state ments of Mr. F. Knowles, a resident of tbe Siuslaw region, who writes to tbe Eugene Register as follows: "Last fall a California man con tracted for 6,000 boxes ot Sinslaw ap ples which he declared to be as good as Hood River apples, but for lack of transportation they could not be de livered and they bad to be fed to the hogs. Another item is tbe hauling of cream 20 miles by water and 60 by wagon to get it to market, and a big creamery lying idle on tbe river in tbe oentei of tbat dairy country, all be cause of lack of adequate transporta tion. Then there is the billions of feet of tbe finest timber that ever grew out doors to be found in the Siuslaw country only waiting for adequate facilitiee for getting the timber pioduot to market to insure building of mills and development of a great iudustiy. ' Senator Borrne is quoted as saying tbat as against Taft, Bryan will 'sweep tbe country." And perhaps Mr. totrue will be glad of it He runges tbe lit, tight men thus: Roose velt, Bryan, La Follette. This is not tbe talk of an orthodox Republican, it is true, but isn't it better rlghf talk forth people? Aud now cornea to us tbe optimistio aud inquiring Mr. Wu Tina; Fans-. who blandly informs us that all the talk of war in the Orient is baseless and tbat "so far as my knowledge goes Japan has not violated the Portsmouth treaty with refeienoe to tbe open door polioy in Manchuria." The death of Senator Proctor of Vermont, whiob ooourred last week is tbe third loss that body has sustaiued since this congress convened, the other two being Mallory of Florida, and Latimer of South Carolina. Tbe Minnesota demoorats paid Gov. Johnson a handsome compliment ty endorsing bim as their party candidate for president. It does not seem to be worrying the Bryan followers, bow- ever. The Press suggests tbat a watering trough be placed in a convenient loca tion where farmers may water their horses without asking permission of some private individual. 'In God we trust," goes baok ou the (30 gold pieces, but the average per son doesn t nave one long euougb to notice what's on it. POLITICAL INFORMATION. Registration opens for primaries, January 6.
