NIGGARDLY POLICY Comparison Made of School Main- tenance In States of Oregon and Washington. Reflecting on tbe niggardly policy Oregon pursues on ber maintenance of state edooatiooal institutions, tbe Walla Walla Union draws tbe follow iug vivid oompariiOQ, editorially: "I be last Oregon legislature appro priated $125,000 for tbe maintenance of tbe state nuiversity at Eugene, and a refereudam has been called on tbe appropriation, tbns tying np tbe f nnds of tbe nuiversity nntil after tbe Jnne election. Heretofore tbe largest ap propriation ever made for tbe Oregon university was $17,600. Even tbe larger sum seems ridiculously small in the state of Washington, where tbe appropriation for tbe state nuiversity at Seattle averages abont $350,000, and at tbe last session ot tbe legisla ture was only a little short of oue mil lion, if we count tbe appropriation for uew buildings in coujnnotion with the Lak e Washington shore lands given to the Alaska-Yukon exposition first and tbeu tbe usufruct to tbe niuversity. "It 'is uo wonder that Oregon is . loobedjupon as a mossback state 'and it is so far behind Washington in tbe development of its equally ricb re sources when suob niggardly tactics are nsnd iu dealing with state educa tional institutions. If tbe retorendum results in tbe defeat of the $125,000 appropriation, it will bave tbe effect of calliug a bait on tbe effort being made in several states to adopt tb Oregon plan of direot legislation. Tbe Washington state university would bave been closed long ago if it bad been foroed to subsist on a pitauoe of $47,500 a year, and eveu $125,000 would bave barely kept tbe institution alive. If Oregou would attract tbe best class of immigrants from tbe eastern states it should adopt a more literal policy toward its educational institutions. It is to bo hoped for tbe good name of tbe state that tbe people will vote overwhelmingly next June for tbe larger appropriaiou. ' II SOUL IN FOUR PARTS. By Rev. Israel Putnam. Part First. To tbe thoughtful, God aud man loving student of present day condi tions this is a most serious snbjeot. Tbe impression, has some way gained footing, with some well meaning lay meu, as well as ministers, that all ministers are not culled to be soul winners. Man-made are not, tut God- called, are, if His glory te first sought; but not ueoessarily iu all places, for unbelief, as in Matt. 13, 58 aud other causes prevail often, so tbe work is greatly hindered, but there are few oases of this kind. Some assert boldly and with digni fied air, their peculiar gift is to build fine edifices, others to secure large fnuds for benevoleuoos, others to move men by eloquence and long lec tures, aud still others bave ambition v to be great preaobers, tbe abuse of wbioh ambition has bold to many sorts of litorary trioks; so they often bave . os mvHh to say about Socrates, or Teuuysou, or Hill Nye as Jesus Christ. Christ iu oboosiug bis Apostles, left us on example for all men and forever, wbioh honest and intelligent investi gation onunot mistake aud proves be yond question that when He calls meu to be fishers of other men He turns eaob and all peoulinr gifts to oount in winning them from sin. Can it truth fully be said than auy whom He called were not oalled to briug the sinful world to Ood? Most oortaiuly not. But look, especially, at Matbew the business man, Peter tbe oursing fisher man, who, with the other original eleven.' was unlearned, aud Paul the sobolar. Wore they not all soul-winners, and soul-winners always, while on earth? True, "Tbe perfootiug of the saints" is very esseutial, but tbe birth preoedea the training aud, os it looks to me, is the first aud chief oousideratiou of every minister: Neither does the Word show that oue set of ministers wou and another set trained, but rath er that they who won also trained, or taught iu tbe greater things of tbe Word aud experieuood, those who, under their labors had beoo wou to Christ. Iudeed, is not this the most rensouablo and natural, as well as the moat Soriptural thing that could be expeotod? Most oortaiuly it is. Methods may be uulike. Paul preached -with mighty power all night, tbuudered the awful judgments of Ood in tbe ears of Felix uutil the haughty Procurator trembled, spake with suoh eloquent, personal appeal ' before Festus aud Agrippa that the former said, with a load voice, "thou art beside thyself; much learuig doth make thee mad," and the latter, "al most thou persuades t me to be a Christian." John said, with a loving heart, "Little children lore oue anoth er." But both were soul wiuuers. Before ordination, to pteaoh Christ's holy Uospel, is coufered tbe winning of some to Hitn must be proven: See Dis. P. 79, Par. 103. That a mau says be is oalled of God to preach is not always euough: The ohuroh requires that the fact bo established by aotnal demonstration. And yet, notwithstanding all this, aud tbe additional tacts as well, that our modern, as well as onr anoieut fathers, in Christ, were soul-winners, many preseut day preaohers, iu other denominations as well as our own, both prirately and publicly aud ap parently Indifferently, declare, not only that they were not called to win souls, but decry evangelistic work in any form, even criticising tbe methods of others wbo are winning thousands to Christ every year. - As tbe very object-of tbe sacrifice and death of Christ was that sinners might be won to Him, it is a ponderous puzzle to me bow men can be tine ministers of bis and yet win no other men to Him. Tbe first and greatest work of a minister is soul-winning, and if be is God-called, and is true to his calling, be will, ty "Tbn law of tbe Spirit of Life" in bim, as willingly and anxi ously do that work (and very much more so) as a man will seek bis lost neighbor in tbe distant, lonely, dark, dangerous, cold solitude of tbe moun tains. If a preaober has eaten Bread in tbe Kingdom of God bis first, loudest, longest, and most yearning cry will be, "01 taste and see that tbe Lord is good." I find, in tbe Word, no special gifts, or callings, for rbetorioal, or ar tificial eloquence; long lectures, rais ing money, becoming popular orators, &o; but I do find them for winning souls: Please read Isa. 1, 21, 5: 19: Acts 1.4 8:2. 14: 1 Cor. 12, 7: 14,4: John 14, 16-17: 16,7-14: PbiL 3, 7-8: Psa. 51, 1-13. Christs first oommand with a prom ise, Matt. 4, 19, was, "Followle and I will make yon fishers of men," and His last command Mark 16,' 15, to "Go into all tbe World and preaob tbe Gospel to every creature." is only an expansion of tbe first. Soul-winning is to Christianity what tbe alphabet is to reading. As well try to write books without letters as to build the true Church of Christ without soul-winning. Tbe uon-eoul-winning minister, I have observed. often sympathizes witb, openly favors and sometimes frequents questionable places of amusement, as theaters, balls, circuses, card and wine parties, tin born shows traveling through tbe land &o., believes quite largely iu preseut day bigber oritioism of God's Holy Word, bas a theology impregnated. more or less, with tbe noxious odors of agnostioism, idealism, materialism, ritnalism, eta, wbioh easily and clear ly explains the reason wby be is not used of God in winning souls from sin It is because suob a course of study. belief and practice offends God, ill re gards bis Sou, grieves tbe Holy Spirit, dulls the conscience, chills tbe heart. crowds tbe mind witb worldly and Cbristless thoughts nntil he becomes unfruitful as the barren fig tree with nothing but leaves.
