FEB. 21. 1908 Penalties unprecedented in tbe his tory of the proHeontiou of corporations in California, or a complete revision of tbe laws applicable to railroads will be the on too me of an investigation in stituted by the California state rail road commission. Four thousand cases of rebating have boen perfected against tbe Southern Paciflo ooinpany, through its own admissions. In eaoh case tbe evidence practically is conclusive, from bills of lading to tbe endorsed chocks issued by tbe company to tbe shippers in reimbursement. Should convictions be obtained on eaob of these cases, and tbe maximum penalty of 20.000 be imposed for each viola tion of the law. tbe Southern Paoiflo will face an aggregate fine of $80,000, 000. In 6ome of these rebates the railroad refunded 53 per cent of the oiigiual oharge to tbe shipper. In other oases the rebates averaged ap proximately 40 per cent of the total sum the company received front the ebippor. At one stroke of the Lieutenant Gov ernor's peu, 150,000,000 acres of forest land in British Columbia have been plaoed in reserves. This includes evory acre of tho province's timber lands, except what has beeu leased. This is as much laud as was pnt in the National Forests of this couutry be tween tbe years 1891 and 1907. Tbe notiou was taken to check wasteful ex ploitation of timber resources and to bring tbe care and cuttiug of timber more elfeotually undor government control. The Swiss government is pursuing tbe policy of railroad owueisbip prep aration for wbioh was made by tbe in sertion in franchises of clauses provid ing for the option of valuation and pur chase by the government at specfled periods. Under the parsnanoo of this policy, the government now owns and operates some 3469 kilometers of main line, broad gauge service, as aguinst about 003 kilomoters still in tho bauds of private corporations. A Georgia contemporary soys it is worth a trip to California to see tbe grafters breaking out of jail. Tbe Guanoes aro, however, that the graf ters oau get out quioker than tourists ouu, come across tbe country to see them do tbe act. A Portlaud womau was soared into withdrawing her inouey from bauk, and tbou the advisor proceeded to rob her. lu hundreds of oases during tbe flurry tho money taken from bank for hoarding was lost The National Board of Trade is evi deutly controlled by the republicans, for at the annual banquet at Washing ton only republicans were invited to make spoeobes and those wore of the stand pat order. There is a proposition to make ex presideuts high officials in tho penoe movement. How long will it be be fore the country oau have an ex-cbiof magistrate who is built thnt way? A mau in Hood River valley built a $4000 house last year from tbe sale of fruit from four ncros of apple trees. It is proper to add that he gives his orohard the best possible care. Nashville wants immigruuts and will circulate u Germau newspaper iu Gormauy to attract the kind it wishes It will tlud the variety ii welcome in any pait of the couutry. Cuba's first president had been lou a resident of the United States. Per- haps the island is waiting to fiud au other mau with a preliminary Amori oau traiuiug. By the time they tluish tboir cruise our sixteeu battleships will be able to furnish the highest living authoiity on tbe glad band aud international hospitality. It is said tbe Aldrioh currency bill will pass the senate with t but little amendment aud in tbe bouse, if neces sary debate will be out off by a special rule. A Georgia paper gets to tbe marrow of tbe Democratio uoiminatiou when it says that Mr. Bryan is the absolutely unavoidable oandidate It is well to remembei wbeo think ing over tbe cuirency question that inflation of tbe currency will not always prevent a contraction of credits. People of Sherman county do not like a snowless winter, but they always wait until February and, March are over tefore making up tbe returns. Crop prospects are promising, and none looks safer for a bountiful supply than that of Republican presidential booms. We may be sure, at all events, that the favorite sons are not going to form a league or union of any kind. INITIATIVE AND REFERENDUM MEASURES. Eighteen measures will te consid ered under the initiative and referen dum by the voters at tbe polls in June in addition to the work of electing officials. Initiative petitions propos ing measures must be filed with tbe seoretary of state not later than Jan uary 31. Eaob of these petitions are required to have at least 7400 signa tures. Four laws enacted at the last session of tbe legislature will be sub jected to tbe referendum. Eight amendments to tbe constitution will be considered, one of wbioh was sub mitted to tbe last session of tbe legis lature, and seven by petition. Six bills proposed ty petition will complete tbe list to be considered by the voters iu Juno. Two of these bills are for tbe regu lation of salmoi fishing on tbe Colum bia and are iu conflict. One provides that there shall be no fishing with wheels on the Columbia river above tbe month of Sandy river. Tbe other permits such fishing but provides for a closed season, prohibits salmon fishing on Sunday and restricts tbe gill cotters in tbe size of their nets. To increase the annual appropriation for the state university to $125,000. lo require railroad to issue passes to all state, county and district offi cials. To appropriate $100,000 for national guard armories. To give sheriffs exclusive control of county prisoners. Amendment to the constitution for wbioh petitions have been filed or are now being circulated are: To increase tbe uumber of judges of the supreme court from throe to five (by the legislature.) To give political parties proportion ate representation in tbe legislature. To provide for tbe reoall of pnblio officials aud to elect tbeir successor. To take from tbe distriot attorney the power of iudiotmeut aud invest it exclusively in grand juries. To exempt certain property from taxation. To prevent ttie legislature from ameudiug or repealing initiative laws (By the State Grange.) To give each city or town the sole right to regulate its business houses, theaters aud tbe like on Sunday. To exteud suffrage to women. Petition to tbe following bills have beeu filed or are being circulated : The corrupt ptaotioe act. Limiting the amount of money that candidates may spend for oampaigu purposes. (By U'Reu.) Requiring all legislative candidates to subscribe to Statement No. 1. (By U'Reu.) For tbe division of Wasco county and the creation of another county, with Hood River as tbe county seat. (By the people of Wasco county.) Prohibiting the fishing for salmon above tbe mouth of tbe Saudy. (By Astoria fishermen.) Eulargiug tbe powers of the Port of Portland iu the interests of better nav igation ou the lower Willamette and Columbia rivors. (By the people of Multuomah county.) POPULAR AMUSEMENTS. Every person of mature age is cap able of choosing bis or her amusements ; every pareut is responsible for tbe eatly associates of children aud con science aud deoouoy aud moderation are the only judges. Iu au advanood and progressive age wbeti the world is sweeping away from the old creeds, old dogmas, old "blue laws" wbioh have held people iu fear aud trembliug, it is folly to denounoe ALL danoiug and card playing as vul gar, vicious and evil. There are evil forms of all these, aud many other popular amusements. Harm can be made of almost any cus tom or practice of the human family. But sauo aud wholesome people, pareuts who know and respect tbe laws of propriety aud decency are not to be condemned for indulging iu in nocent auiusemeus which may not suit people of different tastes and dif ferent meutul inclinations aud differ ent oalibors. 'I here ig a middle ground, a modera tion, a saue level upou wbioh people must walk with couscieuoe and self respect, but because a corner dance hall in a dowu town distriot iu St. Louis or Chioago is indeceut is no ex cuse for condemning all social dauoes as snob. The place, the crowd aud the sur rouudiugs make up the status of tbe amusement aud it is just as wrong to coudomu all dauoes as it would be to ooudemu all ministers for the aots of one. Among the portraits at the Royal academy there are some which could tell stories, some with little touches to reveal the Idiosyncrasies of subjects no less than of painters.- Is the story of Lawrence's portrait of the Duke of Wellington commonly known? The duke bad only one vanity his wrist was like steel. Now, when he was glveti the sword of state to carry It was his Infinite delight that be was able to carry It upright All his prede cessors had had to slope It toward tbe shoulder. He would go down to pos terity, he resolved, glorified by the power of his wrist In vain Sir Thom as Lawrence pointed out that as a matter of art It would never do; that the sight of a man perennially carry ing a sword from his wrist would fa tigue those who looked at his picture. The duke Insisted upon having his way. Lawrence did manage to smug gle in a cushion upon which the duke seems to rest his elbow, but close ex amination tbows that arm and cushion do not meet London Sketch. TALES OF CITIES. Chicago has put Its freight traffic in stead of its passengers below the sur face of the streets. The population of Brooklyn at the time of consolidation was 838,000. It is now 1,358,000, a gain of 520,000, rel atively larger than Manhattan's. Where London consumes 90,000,000 Billons of water a day New Tork con sumes 500,000,000. Where London baa an area of 113 square miles, Vw Has 820, Suffering and Dollars Saved. E. S. Loper, of Marilla, N.
