The gratification which . was felt over the rescue of 8. B. . Hioks, a California miner,, is followed by feel ings of a different nature upon tbe announcement of the mercenary use to which be , will put bis notoriety; Hicks was entombed for over two weeks in a tunnel which had oaved in. His escape from tbe immediate death which befell his five compan ions, bis enduranoe in bearing up day after day under conditions calculated to oause tbe average man's mind, or life to give way, the strenuous and uuremittiog efforts of rescuers to get him out, after establishing common! cation with bim through a water pipe which ran from the surface to that part of tbe tunnel where he was im prisoned, and nis final resoue attract ed widespread interest to the case. Everybody rejoiced that a life had been saved from a terrible fate under such adverse conditions, but there was really nothing in Hicks', part in the affair that now entitles him to ask tbe pnblio to pay for tbe privilege of see' ing him act or bearing him talk. He, or tbe theatrical manager, who is said to have engaged bim, is merely taking advantage of tbe well known willing ness of many persons to dispose of money that . should be spent to better purpose. Hundreds of people may pay to see bim and it will be said that if they are satisfied that's all there is to it And in a certain sense it is. Never theless, there is a lowering of a strong human intere t inoident to an un worthy level ot dollars and cents. Hicks is doing' what scores' of ' others have done when.' from some peculiar circumstances they have gained ' no toriety. Instead of going about his regular business as a man, he Is put ting himself on tbe plane of the freaks in a circus sideshow. Arid those two or three other miners' wbo are to travel with bim are willing to lay aside the manhood of honest toil that tbey may profit from what; can be made off a curious public. Two recent executions at the Oregon peuitentiary have revived disoussions as to tbe justifiatility or expediency of the death penalty. - There are fire states in which capital punishment bas been abolished. In, these, the ratio of murder is no higher than in other states a fact that furnishes argument that the death peualty ' does not disooorage murder. It serves, in deed, to strengthen the opinion soms hold that in a mind raised to that pitoh of frenzy wherein it is ready to ke humau life, the question of what the penalty is to ke is largely lost eight of. ' Tbe death peualty is the punish incut for eight offenses in Virginia, seven in Louisiana, six in Delaware and Missouri, aud but one, murder in, tbe first degree,' in the majority of the other states. ' In the southern states it is prescribed by law for assaults upon women. ' ' .. , Tbe certainty of punishment is undoubtedly of , more importance in preventing crime than the nature of tbe peualty. Whether the penalty for murdor is death or life . imprison tneut, is one of the ' lesser faotor iu deterreut effect More than all other influences as a deterrent agent is the regularity, promptness ana precis ion with "whioh laws are enforced. Great Brlitan has reserved a tract of land several hundred square miles in extent on which her soldiers play at war. The Russian-Japanese war served to emphasize tbe radical revo lution which bas taken plaoe in war fare due to the ' remarkable improve-? ments whioh have been wrought in the devising of long-range and quick-firing weapons, combined' with improve ments in explosives. , ' ...;! The role of this . revolution in war fare is that 'a "battle front may range over as mnoh as 60 or 70 miles. Con sequently a grave difficulty presents itself in the training of an army, to comply with and to understand these new conditions, since if "is esseutial that an army iii . pace should be brought to a high standard . of efficiency whioh . will enable it ' to cope with auy peculiar difficulty that may present itself in actual combat But to train an army upon this basis necessitates a vast tract of land Lav ing a conformation of tbe moat diffi cult nature, and far remoyed from the influences of habitations,' to enable tbe men to have tbe fullest scope in which to practice tbe new conditions of their science. .
