THE DEATH PENALTY.
Two recent executions at the Oregon
peuitentiary have revived disoussions
as to tbe justifiatility or expediency
of the death penalty. - There are fire
states in which capital punishment
bas been abolished. In, these, the
ratio of murder is no higher than in
other states a fact that furnishes
argument that the death peualty ' does
not disooorage murder. It serves, in
deed, to strengthen the opinion soms
hold that in a mind raised to that
pitoh of frenzy wherein it is ready to
ke humau life, the question of what
the penalty is to ke is largely lost
eight of. '
Tbe death peualty is the punish
incut for eight offenses in Virginia,
seven in Louisiana, six in Delaware
and Missouri, aud but one, murder in,
tbe first degree,' in the majority of the
other states. ' In the southern states it
is prescribed by law for assaults upon
women. ' ' .. ,
Tbe certainty of punishment is
undoubtedly of , more importance in
preventing crime than the nature of
