The action, how ever, will not affeot old policies now in force. The departure of the iusurauoe de partment of the order in loweriug the amounts of the policies was incorpor ated in a law that was adopted by the graud lodge. With reference to the official paper of the order the matter was referred to the trustees with instructions to re new the contract with the publisher at the samo rate that has prevailed. Another feature of the session was the uoaforriug of the degree of Past Grand Master upon D. David Walk er of Portlund. The elootiou of officers of the De gree of Honor, which wa to have been a special order at Wednesday morning's session was postponed till late in the afternoon. Mrs. Hattie E. McOormlo of Marshfleld, grand lady of honor, was slated to be pro moted to the position of grand chief of honor, ucoording to the custom of the order. "'At' the' morning session, Supreme Muster William Marvis of, Iowa and Past Grand Masters Werleiu, Durham and Smith of the gra-id lodge of the A. O. U. W. were introduced and ad dressed the women. The supremo master made an eloquent and com plimentary speech in appreciation of the high standard of work being done by the Dorgeo of Honor of Oregon and throughout the superior jurisdiction, liospouse was made by Past Grand Chief ot Houor Margaret Herri n, who said she had been a member for ten years aud her faith in the order has never faltered. "Whoever expresses a thought," she said, "that relieves distress or makes others happier or better has dune a mighty deed. Whereas, there has been submitted to the electors of the State at the last general election as required by law an initiative petition for a proposed amend ment to Section 1 of article XII of the Constitution of the State of Oregon, to allow tbo state printing, binding and printer's compensation to be -regulated by law at any time, and Whereas, on the 25th day of. June, 1906, the Secretary of State in my presence as Governor of the State of Oregon did canvass the voters given for and against said proposed amend ment, and Whereas, it was ascertained and determined upon such canvass that there were 63,749 votes cast for said proposed amendment to the Constitu tion, and 0,671 votes oast against the same, and that said proposedTkmend ment received an affirmative majority of the Jtotal number of effective votes cast thereon and entitled to be counted under tbo provision of law, ; Now, Therefore, I, George E. Cham berlain, as Governor of the State of Oregon, in obedience to and by virtue of the power and authority vested in me by law, do hereby make and issue this proclamation to the people of the State of Oregon and do announce and declare that tho whole number of votes oast in the State of Oregon at said election for and against said pro posed amendment was as hereinbefore stated, and that said proposed amend ment received an affirmative majori ty of the total number of votes cast thereon and entitled to be counted un der provisions of law, and that said amendment hereinbefore mentioned shall and ie in full force and effect as a part of the Constitution of the State of Oregon from the date of this proc lamation.
