VV. Proebstel and Wood as delegates to the Irrigation Congress at Boise. It is ouflily conjectured why Mr. Proeb stel received the appointment, for ho is known us a man of decency, and has long been identified with tho progress aud enterprise of his home town, and bus been honored inthe past by rep resenting the people of this county in tho legislature, as Senator; bat now Weston's mayor came to be dazzled by the Quixotic glare and tinsel of a cheap, shoddy adventurer for notoriety of Wood's small and dcspisable calibre, is a oouuudrnm which the residents of the Normal school town are nnable to solvo. It is said the matter lias been the chief topic of conversation over theie since the appointment was an nounced, and outspoken ones are loud iu their denunciations of the Mayor's action and do not hesitate to prediot thut Barnes' political career has been cat oft at the pockets. Serves him right. The Press appreciates the po sition in which Weston's foremost citizen Buds himself, aud in common wth others, deplores the regrettable and insurmountable circumstance iu which the Mayor, either through iguorauce or the liquidation of a servile election obligation which that officiul doubtless owed the Leader, thrust upon him. An amendment to tbo National Irrigation law has been passed by congress, which reduces from 40 to 10 acres the minimum entry that may be allowed ou publio land irrigated by the government. In some localities, under favorable conditions, ten aores is not too small a subdivision. In many irrigated sections ten acres, un dei intensive cultivation, is ample for the support of a family. For a number of years prospectors in the Stein's mountain country have beeu discovering great ledges of low grade ore, but could do nothing with their properties on account of lack of transportation. If the recent rich find reported to bave been made in that section turns out well, a railroad will be built iuto the country and many properties will then be quickly de veloped that aro now unstaked. An exohange says one of the most unfortuuate situations that must be confronted and overcome in tbis movement is the fact that so many of the workers who are giving their lives to the service of humanity in the social settlements of the cities do not themselves see far enough into the problem to discern the remedy. The reclamation service has now ou hand 21 irrigation enterprises work being in progress on 22 of them, in volving an expenditure at present of about $1,000,000 per week. In a few years millions will be coming back in this way, to be used on other reclamation projects, and so the good work can go on nutil all reclaimable land is irrigated. The total irrigation fund collected from the sale of publio lands now aggregate about $11,000,000, which will allow of the continuous and vigorous prose cution of the work. Settlers seize with avidity upon tbesa lands as soon as it is known that they are to be reclaimed and are willing to wait a year or so for the water and pay the assessed cost, for even though it should be $10 or $60 an acre, the land can iu a few years be made worth several times that amount The Klamath reclamation work in volves the drainage of large swamps as well as irrigation taking water off land as well as putting water on land and this is a proper use of the fund where swamps are publio prop erty and are surrounded by or con tiguous to arid land; but the bill pass ed by the senate to divert a portion of the reclamation fnud to the drain age of swamps, some of them in east ern and southern states, that contrib ute nothing to the fund, the swamp lands being private property, ought to be resisted and beaten in the next session, though it is likely to go through. Perhaps no law passed since tbo enactment of the homestead law will bave been more beneficial to the country or helpful to a great number of people that the reclamation law, and its provisions should be jealously guarded and faithfully executed, as, barring some inevitable red tape, seems to bave been done so far.
