MAIN ST., ( AVE JUNCTION Two of the more urgently needed improvements on Cave Junction’s Main St. which would benefit all Val ley folk affect the California-Oregon Power Co. Conversation with COP- CO’s Grants Pass manager, Wm. Moyer this week, netted us infor mation of interest which explains some of the problems involved. The improvements referred to are: 1. Elimination of power poles on Main St., or at least moving them back to the curb line. 2. More street lights of greater in tensity. From COPCO’s standpoint the major factor involving the first is the lack of alleys running parallel to the full length of Main St. on both sides. This shortcoming in the city’s growth prevents the power company from servicing lines if they were moved back a half a block. Should alleys be built as needed the city council would then face the problem of no standards existing on Main St. on which to hang lights. The small, obsolete incandescent lights now in use should be replaced by mer cury vapor lights. This involves an expense item in the form of a month ly payment to COPCO to repay the cost of installation and for upkeep. According to Moyer, moving the service to the rear woul require each owner of buildings along Main St. having his building re-wired for the re-located service. The failure of Cave Junction’s city government to ever establish a Main St. curb line prevents COPCO from moving their poles back out of the middle of the street. As a result of t he lack of a common curb line sev eral business buildings and service stations extend over the line which would eventually be established. The second mentioned improve ment needed—better street light ing—could be solved by either re questing COPCO to hang arms on existing poles, or if they were elim inated, to put up special metal stan dards Usually considered by most towns to be basic improvements which must keep pace with growth, lighting and poorly placed power poles go hand in hand with the need for Main St. side walks which the NEWS has previous ly advanced as being the “number one” must. Cave Junction’s city councils since its incorporation have had more than ample time to take steps toward ob taining these necessities of city life. They are especially important, for unlike water service and sewerage, they affect not just a few hundred inhabitants of the town proper, but every Valley family which uses Cave Junction for shopping purposes—and therefore directly affects local busi ness. From Mr. Moyer we learn COPCO is ready at any time to aid in the elim ination of these problems as soon as the green light is given by the coun cil. Dark, dingy Main St. is not only unsafe for women and youthful ped estrians but is poor publicity for a town which considers itself to be pro gressive and growing as does Cave Junction. Likewise the menacing power poles sticking out in the street are ever ready to crumple the old se dan’s fnders and otherwise create a traffic hazard The NEWS feels the first council action should be to create a curb line and then request COPCO to retreat to that line with their poles. Elimin ation of the poles from Main St. is secondary and not necessary for the immediate future. Secondly, monies should be appropriated for financing the monthly payments which would be required by COPCO to hang mer cury vapor lights on the newly-moved poles and to place additional poles where needed. The fixing of a curb line is espec ially important at this tme as it must precede any efforts to build Main St. sidewalks. The NEWS ventures to predict a surge in local business activity as an effect of the completion of the above-mentioned needs. Fender smashing poles, dimly-lit streets, and well-placed mud puddles offer no en couragement to the shopper.
