Success Magazine. As an additioual indication that the Admlnisration has no intention of letting up in its prosecution of Harri- man and the Harnman roads, rs. v. Townsend, assistant United States attorney for North Dakota, arrived in Washington yesterday to report to the Attorney-General for special duty. The significance of this lies in the fact that during the past five months Townsend has been in Oregon prepar ing the Government case against the Southern Pacific in the' matters of the proposed forfeiture of about $50, 000, 000 worth of land granted to the Har- riman road during .the past 40 years. The claim will be advanced by the Government that the terms of the grant have not been complied with in varioos respects. . Now that the City election is over. it will be in order for the soocessful candidates to get in and "make good" for the many promises whioh their friends made for them. The public eye is upon them and it behooves them to put their best foot forward. That is to say, the people of this oity want to see the city's business affairs carried on in a bnsinefslike man ner. The oity has rsaobed a place where it is of vital importance that no bungling .work Is done. So we say, -wrtn ail good will, that our oity fathers should pot forth their best effort to conduct the affairs of this municipality in the best possible manner. And let us who are privates in the ranks uphold them in every good undertaking. Holding a poblic office, where there is no emoluments and lots of complaints, is no sinecure. So, if we find that oor solons are striving o do the right thing, we should not be baokward in approving their actions. While this would doubtless enoonrage deposits, and while those deposits coold in torn be handed over to the banks, it does not furnish complete relief, because the plan as presented limits deposit and does not contem plate the opening of circulating ac counts. The business community, therefore, oannot use the postal sav ings banks to any great extent, ana, besides, it would take some time to inaugurate a postal savings system and secure the neoessary number of em ployes to make the plan effective throughout the country. "I believe it is possible for the Government to give immediate relief by an act of Congress .providing for the guarantee by the Government of all deposits in all national banks, the banks tbns guarantee to agree to re imburse the Government for any losses inoarrsd and to make this re imbursemeat in proportion to the deposits.
