unpunished murders which have oc
curred there during the past year.
Here ,'in Josephine county we are so
law abiding that we bate not had a
siogle murder for abont three years.
Bat we inucb prefer to boast of uoh
conditions and of the fact that oar
county jail lias been empty for three
months past.
If the close finances did nothing

army of prospectors into the hills

This means, if it means anything,
that we may expect a big revival in

Giants Pass Is producing some
mighty fine athletio timber these days,
as the football and basketball aggrega
tions at Ashland and Medtord are
finding out. Oor girls can play ball,
too, and both boys and girls are win
nlng fame for onr fair city.
We are glad to have oar friends
hand us articles 'from eastern papers,
bearing npon toplcs now before ths
people of bur section. This shows ns
conclusively that ithey want to aid as
and we heartily 'appreciate the mo
tives which act a ate them In so doing.
If, aa some well informed people
declare, State Treaorer Steele has been
derelict in his duty, with refsrence to
caring for the state funds, then he
should suffer the oonsequonoe, as be
most likely will have to do. Theie
are no times to be showing favors In
the matter of letting law breakers off
easy. The masses will uot couuteu
nee any such proceeding.
Blowlv, bat surely are the signs of
the recent finanoial depression paising
away. About the only remnant to be
found Is the croaker element, which
la to be found la any oommunity and
which seems to thrive best, when the
locality is passing through such
stricgeut times. Bat, inasmuch as it
takes all kinds of people to make a
world, we presume the Almighty must
have had some objeot in view, when
he brooght'them into existence.
With the Bradley scandal in ths
daily paper, and the Kleiuschinidt
case looming up in the very near fu
ture to say nothing of the threat that
we are soon to have the Thaw case
again aired in the courts, we might
ask, in the words of the poet:
"Where are we at?" In other words.
hen will this stuff end? Are the
members of the rising generation to
read this unreadable slosh? 'J.t Is high
time that an outraged poblic senti
ment should rise np in righteous in
dignation and pot a stop to this un
holy practice the "Yellow" press has
of dishing op the offscourings of the

As an additioual indication that the
Admlnisration has no intention of
letting up in its prosecution of Harri-
man and the Harnman roads, rs. v.
Townsend, assistant United States
attorney for North Dakota, arrived in
Washington yesterday to report to
the Attorney-General for special duty.
The significance of this lies in the
fact that during the past five months
Townsend has been in Oregon prepar
ing the Government case against the
Southern Pacific in the' matters of the
proposed forfeiture of about $50, 000,
000 worth of land granted to the Har-
riman road during .the past 40 years.
The claim will be advanced by the
Government that the terms of the
grant have not been complied with
in varioos respects. .
Now that the City election is over.
it will be in order for the soocessful
candidates to get in and "make good"
for the many promises whioh their
friends made for them. The public
eye is upon them and it behooves
them to put their best foot forward.
That is to say, the people of this oity
want to see the city's business affairs
carried on in a bnsinefslike man
ner. The oity has rsaobed a place
where it is of vital importance that
no bungling .work Is done. So we
say, -wrtn ail good will, that our
oity fathers should pot forth their
best effort to conduct the affairs of
this municipality in the best possible
manner. And let us who are privates
in the ranks uphold them in every good
undertaking. Holding a poblic office,
where there is no emoluments and
lots of complaints, is no sinecure.
So, if we find that oor solons are
striving o do the right thing, we
should not be baokward in approving
their actions.

Representative Payne, chairman
of the House Committee on Ways and
Means, and Representative Dalzell,
ranking member of that committee.
and the members of the House Corn
niitee on Rules, had a conference
with Presideut Roosevelt today.
Both agreed on leaving the White
House that there would be no revision
of the tariff at the earning season of
Congress. Asked if this statement ap
plied to the schedule on news print
paper and wood pulp, Payne, with
hearty laueh, remarked: "What
does that IS per cent rate on wood
palp amount to? If it closes up some
of the newspaper I think it ininht
ba a good thing."
And now the Oregon ian has come
out and declared that hereafter it
will be fonud ia the "Independent"
columu. It is only sewiug that the
day for strong partiuhip is a thing
of the pint and that the people are
demanding tnat a uian shall be elected
purely on his merits and not because
he happens to have tome political
machine backing hi in Op.
While this would doubtless enoonrage
deposits, and while those deposits
coold in torn be handed over to the
banks, it does not furnish complete
relief, because the plan as presented
limits deposit and does not contem
plate the opening of circulating ac
counts. The business community,
therefore, oannot use the postal sav
ings banks to any great extent, ana,
besides, it would take some time to
inaugurate a postal savings system and
secure the neoessary number of em
ployes to make the plan effective
throughout the country. "I believe
it is possible for the Government
to give immediate relief by an act
of Congress .providing for the
guarantee by the Government of
all deposits in all national banks, the
banks tbns guarantee to agree to re
imburse the Government for any
losses inoarrsd and to make this re
imbursemeat in proportion to the
deposits. "
