The service will be offered to select participants through 2020, with expanded users in 2021. “Our new electronic SSN verification service helps re- duce synthetic identity fraud by comparing agency records with data provided electroni- cally,” said Andrew Saul, Social Security commissioner. “This is an important online service that helps us provide partici- pants and their customers fast, secure, and more efficient SSN verifications.” The fee-based service allows financial institutions and ser- vice providers (“permitted en- tities”) to verify whether a per- son’s social Security number, name, and date of birth combi- nation matches Social Security records. Social Security needs the person’s written consent and will accept an electronic signature in order to disclose the verification to the permit- ted entity. ECBSV returns a match ver- ification of “Yes” or “No.” It does not verify a person’s iden- tity. Participating financial insti- tutions approved for the initial rollout are Capital One, Com- puter Information Develop- ment, Discover, Early Warning Services, Experian, ID Analyt- ics, SentiLink Corp., Synchro- ny Financial and Zions Ban- corporation.
