for second-degree theft and an
outstanding warrant after she
allegedly attempted to leave the
store without paying for $358 in
hair products and trading cards.

8, Tractor Supply. Frank K.
Nimz, 39, no known address,
was cited for third-degree theft
after he allegedly took $80 in
pull-behind trailer tires while
the business was closed.

known address, was cited for
second-degree theft after he
allegedly took a $299 garden
trailer from the business about 5
a.m. on Oct. 24.

Main Court. A man reported
someone stole bullets, binocu-
lars and medications from his
vehicle.

30, of Jefferson was cited for
second-degree theft and crimi-
nal mischief after she allegedly
attempted to leave the store
without paying for $128 in pow-
er cords, an electronics charger,
phone accessory and film.
• Shoplifting, 5:30 p.m. Nov. 8,
Walmart. Eric W. Hildebrand,
31, of Albany was arrested on
suspicion of second-degree theft
and drug violations after he
allegedly left the store without
paying for $172 in tools, cards,
cologne and other items and
then returned to the store the
following day, where he was
spotted by store security.

Walmart. Teresa L. Bennett,
34, of Astoria was cited for
second-degree theft after she
allegedly attempted to leave the
store without paying for $190 in
DVDs, a purse and other mer-
chandise.

Social Security is rolling out a
new electronic consent-based
Social Security number verifi-
cation service called eCBSV.
The service will be offered
to select participants through
2020, with expanded users in
2021.
“Our new electronic SSN
verification service helps re-
duce synthetic identity fraud
by comparing agency records
with data provided electroni-
cally,” said Andrew Saul, Social
Security commissioner. “This
is an important online service
that helps us provide partici-
pants and their customers fast,
secure, and more efficient SSN
verifications.”
The fee-based service allows
financial institutions and ser-
vice providers (“permitted en-
tities”) to verify whether a per-
son’s social Security number,
name, and date of birth combi-
nation matches Social Security
records. Social Security needs
the person’s written consent
and will accept an electronic
signature in order to disclose
the verification to the permit-
ted entity.
ECBSV returns a match ver-
ification of “Yes” or “No.” It
does not verify a person’s iden-
tity.
Participating financial insti-
tutions approved for the initial
rollout are Capital One, Com-
puter Information Develop-
ment, Discover, Early Warning
Services, Experian, ID Analyt-
ics, SentiLink Corp., Synchro-
ny Financial and Zions Ban-
corporation.
