The changes were required by the Columbia River Re- form Policy adopted by the state to protect salmon as a resource. The state set aside the mon- ey in the Columbia River Transition Fund to provide compensation for direct eco- nomic losses and reimburse- ment for fishing equipment purchased to comply with the policy changes. To date, Clat- sop County is the only county to apply for the funds. Letters informing the af- fected fishers will be sent this week, according to the coun- ty. A total of 129 commercial salmon permit-holders are eligible for compensation. The fund was set up by the Oregon Legislature in 2013 following adoption of a plan by Oregon and Washington states to phase out salmon gillnetting on the Columbia’s main channel by requiring fishers to move to off-channel sites or switch to alternative gear such as seine nets. As a result, many commer- cial fishers invested in new equipment in anticipation of the new rules, saw their har- vests reduced or experienced other financial impacts. Eligible recipients will re- ceive letters informing them of their individual compensa- tion. The maximum per eligi- ble permit-holder is $8,750.
