By the time I got the house built, my kids were grown.” Adams brought his case be- fore the City Commission last week. “I don’t want this to ever happen again,” Mayor Pro Tem Rick Newton told city department heads. “When he asked to speak before the Planning Commission, … they conspired against him to prevent that, these three peo- ple working for the city who left. That violates his First Amendment rights.” Commissioner Mark Bald- win said he was on the City Commission previously when Adams first complained. “It’s not their (the home owners) job to lay 200 feet of water line,” Baldwin said. “I don’t feel like staff listened to direction from me at that time.” City Manager Linda Eng- bretson, who did not hold her position when this hap- pened, said she is looking into Adams’ accusations, but declined to say more. “I want to be careful not to make any promise,” she said.
