Request for Release of Funds: On or about March 18, 2020 the above named entity will submit a request to the Oregon Business Devel- opment Department (OBDD) for the release of federal Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974 (PL 93?383), as amended, to undertake a project known as: Project Title: Heart of Grant County Meredith House Project Purpose of Nature/scope of project: Grant County has proposed to design and construct a new do- mestic violence facility in John Day, Oregon through the Heart of Grant County. Currently, there is not a dedicated domestic violence shelter in Grant County and these services have been provided through a leased commercial building. This building is not adequate in preserving the confidentiality and safety of the clients that seek domestic violence services. Building a new facility would allow the County to address safety concerns by improving the security of the building. The building itself would be an as- set for the County that could fulfil services not being adequately provided now. Grant County is a rural community according to the USDA Economic Research Service’s rural-urban code. The County has a low medium household income rate according to the 2014 Census, an unemployment rate above 10%, low economic diversity, and ended up steadily losing population from 2000-2014. Building the domestic violence shelter in John Day will help maintain community resilience and provide needed services to victims. Estimated funding: $1,500,000 Project location: 115 Northwest John Day, Oregon 97820 Finding Of No Significant Impact Grant County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Notice of Requirement for Affirmative Action to Ensure Equal Employment Opportunity: 1.
