MyEagleNews.com 541-575-0710 101 Legal Notices Legal Notice Murderer’s Creek Wild Horse Joint Management Area Herd Management Area Plan, 30 Day Scoping Period The Blue Mountain Ranger District of the Malheur National Forest, and the Prineville District BLM, are initiating a 30-day designated comment period (scoping) for proposed actions to establish a Herd Management Area Plan for the Murderer’s Creek Wild Horse Joint Management Area. The joint management area is located in eastern Oregon within Grant County between the towns of Dayville, Mount Vernon and Seneca. It lies north of the Izee Highway (County Road 63), south of Aldrich Mountain, east of the South Fork John Day River and west of Flagtail Mountain. The joint management area contains 108,488 acres of Federal (public) lands. State and privately held lands that lie with- in the joint management area are not included in the analysis. The NEPA process will consist of two environmental analyses, referred to as Phase I and Phase II. This Phase I environmental analysis will result in a decision for each agency that establishes an appro- priate management level and a Herd Management Area Plan. The proposed action includes establishing an appropriate management level for the herd, and population and habitat objectives. Some im- plementation objectives are specified to guide progress toward at- taining the proposed population and habitat objectives, along with monitoring and adaptive measures to adjust management over time (Phase I). Decisions to implement specific actions to achieve im- plementation objectives would be addressed in subsequent NEPA analyses (Phase II). This environmental analysis will not include decisions regarding specific actions to implement wild horse pop- ulation management to achieve the appropriate management level.
