Work associated with proposed improvements is generally de-
scribed as follows:
SCHEDULE A: Reconstruct Corporate Apron (AIP)
SCHEDULE B: Reconstruct Corporate Apron (Non-AIP)
Schedule A will consist of the demolition of the Corporate Apron,
replacing the existing failing pavement section with a new asphalt
pavement section with increased strength and improved drainage.
Additional work items include removing and replacing apron tie-
downs, and re-striping the apron to meet FAA design standards.
Schedule B will consist of the demolition of the non-AIP eligible por-
tion of the Corporate Apron, replacing the existing failing pavement
section with a new asphalt pavement section with increased strength
and improved drainage.
Construction is anticipated to start in spring/summer of 2020.

Murderer’s Creek Wild Horse Joint Management Area
Herd Management Area Plan, 30 Day Scoping Period
The Blue Mountain Ranger District of the Malheur National Forest,
and the Prineville District BLM, are initiating a 30-day designated
comment period (scoping) for proposed actions to establish a Herd
Management Area Plan for the Murderer’s Creek Wild Horse Joint
Management Area.
The joint management area is located in eastern Oregon within Grant
County between the towns of Dayville, Mount Vernon and Seneca.
It lies north of the Izee Highway (County Road 63), south of Aldrich
Mountain, east of the South Fork John Day River and west of Flagtail
Mountain. The joint management area contains 108,488 acres of
Federal (public) lands. State and privately held lands that lie with-
in the joint management area are not included in the analysis. The
NEPA process will consist of two environmental analyses, referred
to as Phase I and Phase II. This Phase I environmental analysis
will result in a decision for each agency that establishes an appro-
priate management level and a Herd Management Area Plan. The
proposed action includes establishing an appropriate management
level for the herd, and population and habitat objectives. Some im-
plementation objectives are specified to guide progress toward at-
taining the proposed population and habitat objectives, along with
monitoring and adaptive measures to adjust management over time
(Phase I). Decisions to implement specific actions to achieve im-
plementation objectives would be addressed in subsequent NEPA
analyses (Phase II). This environmental analysis will not include
decisions regarding specific actions to implement wild horse pop-
ulation management to achieve the appropriate management level.

Written comments shall include your name, address, and (if possi-
ble) telephone number; organization represented if any, title of the
document on which the comment is being submitted and specific
facts or comments along with supporting reasons you believe the
Responsible Official should consider in reaching a decision, and
your signature. For objection eligibility each individual or representa-
tive from each entity must either sign the comments or verify identity
upon request. In cases using an electronic message, a scanned sig-
nature is one way to provide verification. Comments received in re-
sponse to this solicitation, including names and addresses of those
who comment, will be considered part of the public record on this
proposed action and will be available for public inspection. Com-
ments submitted anonymously will be accepted and considered.
Additionally, pursuant to 7 CFR 1.27(d), any person may request the
agency to hold a submission from the public record by showing how
Freedom of Information Act permits such confidentiality. Request for
confidentiality may be granted in only very limited circumstances.
The proposed project is subject to the objection process pursuant
to 36 CFR part 218, subparts A and B. Written scoping comments
made on this proposal can be submitted up to 30 days following the
publication of the legal notice in the Blue Mountain Eagle (newspa-
per of record). Computation of the 30 day time period for this desig-
nated opportunity for comment will follow 36 CFR Part 218.6. The
publication date in the Blue Mountain Eagle is the exclusive means
for calculating the comment period for this proposal. Those wish-
ing to comment should not rely on dates or timeframe information
provided by any other source. Only individuals and entities who
have submitted specific written comments related to the proposed
Murderer’s Creek Wild Horse Herd Management Area Plan Project
during a designated opportunity for public comment may file an ob-
jection (36 CFR 218.5(a)(b)).
The project includes Forest Plan amendments subject to 36 CFR
Part 219 regulations on objections.
