NEWS BlueMountainEagle.com Wednesday, June 5, 2019 Fixing Fourth Avenue slump will be difficult By Richard Hanners Blue Mountain Eagle Fixing a key access road to Grant County Regional Airport will not be easy and could be expensive, the John Day City Council learned at their May 28 meeting. Public Works Director Monte Legg described difficulties in addressing the dangerous slump below Fourth Avenue Southwest, a city road, which is creating a dan- gerous condition for vehicles head- ing up to the airport. The slope below and above the roadway may be so saturated it could continue to move, Legg said, but drier conditions this sum- mer should help. One lane has been closed, and the state is helping direct trucks headed for the airport to alter- native routes, he said. The drop-off to the creek is about 30 feet straight down from the shoul- der of the roadway. To gain sufficient space to fix the slump, the roadway may need to be moved 9-10 feet into the slope above the road, Legg said. Sheet-piling could be driven into the slope below the roadway if bed- rock is not too close to the surface, he said. He agreed with Councilor Gregg Haberly’s suggestion that large rocks could used to rip-rap the slope and protect it from creek flow. An engineer has identified flood- ing in Canyon Creek as the cause of the damage, Legg said. City Manager Nick Green said he has talked to Grant County Emer- gency Management Coordinator Ted Williams about finding funding to pay for the repair work. A5 Carter sentenced to 18 months for aggravated theft By Sean Hart Blue Mountain Eagle A Baker City woman was sentenced to 18 months in prison for stealing more than $20,000 worth of property in Prairie City. Heather Dawn Lee Carter, 31, pleaded guilty May 23 to aggra- vated first-degree theft, first-degree theft, sec- ond-degree burglary and computer crime Heather Dawn Lee Carter in Grant Count Circuit Court. Counts of sec- ond-degree burglary, second-degree criminal trespass and two counts of computer crime were dismissed. She was also sentenced to three years post-prison supervision and ordered to pay $21,450 in restitution to Michael Voigt. A restitution document filed in court indicates the amount is for electric pipe threading and other tools. A July 2, 2018, indictment accused Carter of stealing tools from Voigt as well as a wedding dress, golf clubs, toys and other items worth more than $1,000 from Anna Holroyd between Dec. 25, 2017, and May 1, 2018, at a resi- dence on River Road in Prairie City and attempting to sell the property on eBay. Carter was also given a concurrent sentence the same day after pleading guilty to first-degree failure to appear for missing an Oct. 4, 2018, court date. Another defendant, Thomas Pifher, 56, of Haines was indicted on the same charges as Carter for the same incidents. A statewide warrant was issued for his arrest Oct. 4, 2018. Grant County Circuit Court A jury convicted Colt J. Martin, 21, Prairie City, May 15 of misdemeanor resisting arrest committed on Nov. 19. He was sentenced to five days jail, 18 months proba- tion, 88 hours community service and $200 in fines and fees. He was acquitted of misdemeanor unlawful possession of a firearm and misdemeanor possessing or attempting to purchase or purchasing marijuana while under 21 years old. Richard E. Bryant, 37, Prairie City, pleaded guilty May 30 in three misde- meanor cases of failure to report as a sex offender com- mitted on May 25, 2018, failure to appear on a crim- inal citation committed on June 21 and failure to appear on a criminal citation com- mitted on Aug. 6. He was sentenced to a total of 85 days jail. A seized knife was forfeited. Charges of driving while suspended or revoked and being a felon in posses- sion of a restricted weapons were dismissed.
