A review of the annual report will take place along with other monthly business items. REQUEST FOR RELEASE OF FUNDS On or about March 11, 2019 the City of Seneca will submit a request to the Oregon Business Development Department the release of federal Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383), as amended, to undertake a project known as Seneca Wastewa- ter Improvement Project for the purpose of bringing the City’s sewer utility into compliance with state and federal regulations. The pro- posed $3,500,000 wastewater system and treatment plant project was developed as Alternative B of the approved Addendum to the 2014 Wastewater Facility Plan (2016) produced by HECO Inc. (for- merly Holladay Engineering). The project includes: construction of the Priority 1 collection system improvements, construction of a new lagoon wastewater treatment facility west of the Silvies River, and construction of a Class D Recycler Water Reuse Effluent Disposal west of the Silvies River. FINDING OF NO SIGNIFICANT IMPACT The City of Seneca has determined that the project will have no sig- nificant impact on the human environment. Therefore, an Environ- mental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at: City of Seneca (City Hall), 106 A Ave. Seneca, OR 97873 and may be examined or copied Monday-Thursday 9 A.M to 4 P.M upon request. RELEASE OF FUNDS The City of Seneca certifies to OBDD that Brad Smith in his capacity as Mayor of Seneca consents to accept the jurisdiction of the Feder- al Courts if an action is brought to enforce responsibilities in relation to environmental review process and that these responsibilities have been satisfied. The legal effect of the certification is, upon its approv- al, the City of Seneca may use the Grant funds, and OBDD will have satisfied its responsibilities under the National Environmental Policy Act of 1969 and related laws and authorities. OBJECTIONS TO RELEASE OF FUNDS OBDD will accept objections to its Release of Funds and the City of Seneca certification for a period of fifteen days following the antic- ipated submission date or actual receipt of the request for release of funds (whichever is later) only if they are on one of the following bases: A. The certification was not executed by the Certifying Officer of City of Seneca B. City of Seneca has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58 C. City of Seneca has committed funds or incurred costs not autho- rized by 24 CFR Part 58 before approval of a release of funds by OBDD D. Another federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedure (24 CFR Part 58), and shall be addressed to OBDD at 775 Summer Street NE, Suite 200, Salem, OR 97301-1280. Objections to the release of funds on bases other than those stated above will not be considered by OBDD.
