Grant Weed Control will be applying herbicides on Grant County
Road Right-of-Ways for the purpose of controlling noxious weeds.
This is a reminder to adjacent landowners concerned about herbi-
cide applications that it is your responsibility to initiate a “NO SPRAY”
agreement at the Grant Soil and Water Conservation District office.
Please note that these agreements need to be renewed on a yearly

Monument Soil and Water Conservation District Annual Meeting
The MSWCD will hold its annual meeting on Monday, March 4, 2019
at the Monument Senior Center beginning at 5pm. A review of the
annual report will take place along with other monthly business
items. Unlike previous years, there will be no landowner seminars
(speakers) or meal held in conjunction with the annual meeting. The
landowner seminars are planned to return no later than next year.

NOTICE OF BUDGET COMMITTEE HEARING
A public meeting of the Budget Committee of Grant County,
State of Oregon, to discuss the budget for the fiscal year July
1, 2019 to June 30, 2020, will be held at 201 S. Humbolt St.,
Canyon City, OR. 97820. The meeting will take place on March
6, 2019 at 9:00 a.m.
The purpose of the meeting is to receive the budget message
and to receive comment from the public on the budget.
This is a public meeting where deliberation of the Budget
Committee will take place. Any person may appear at the
meeting and discuss the proposed programs with the Budget
Committee.
A copy of the budget document may be inspected or obtained
on or after March 4, 2019 at the Courthouse in the Treasurer’s
Office between the hours of 9:00 a.m. and 3:00 p.m.

GRANT COUNTY EDUCATION SERVICE DISTRICT
Sealed Bid Invitation
Grant County ESD is soliciting sealed bids for a 2011 Ford Fusion
AWD (VIN #3FAHP0CGXBR144879). The vehicle is available for
inspection by appointment at the Grant County ESD, 835 S. Canyon
Blvd, John Day, OR 97845. Minimum bid $5,000.00. Sealed bids
will be accepted until 4:00 PM on March 8, 2019 at the Grant Coun-
ty ESD office at which time they will be publicly opened and read
aloud by the Superintendent. Post marks will not be considered as
meeting deadline. The bid will be awarded to the highest responsive
and responsible bidder. The winning bidder will have until 4:00 PM
on March 15, 2019 to provide payment to the ESD and to remove
surplus property. Payment for the vehicle must be in the form of a
cashier’s check, money order, bank certified check or cash.
Envelopes containing bids must be sealed, addressed to the Grant
County ESD, 835A S. Canyon Blvd., John Day, OR 97845, marked:

NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND
NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural re-
quirements for activities to be undertaken by the City of Seneca.
REQUEST FOR RELEASE OF FUNDS
On or about March 11, 2019 the City of Seneca will submit a request
to the Oregon Business Development Department the release of
federal Community Development Block Grant funds under Title I of
the Housing and Community Development Act of 1974 (PL 93-383),
as amended, to undertake a project known as Seneca Wastewa-
ter Improvement Project for the purpose of bringing the City’s sewer
utility into compliance with state and federal regulations. The pro-
posed $3,500,000 wastewater system and treatment plant project
was developed as Alternative B of the approved Addendum to the
2014 Wastewater Facility Plan (2016) produced by HECO Inc. (for-
merly Holladay Engineering). The project includes: construction of
the Priority 1 collection system improvements, construction of a new
lagoon wastewater treatment facility west of the Silvies River, and
construction of a Class D Recycler Water Reuse Effluent Disposal
west of the Silvies River.
FINDING OF NO SIGNIFICANT IMPACT
The City of Seneca has determined that the project will have no sig-
nificant impact on the human environment. Therefore, an Environ-
mental Impact Statement under the National Environmental Policy
Act of 1969 (NEPA) is not required. Additional project information is
contained in the Environmental Review Record (ERR) on file at: City
of Seneca (City Hall), 106 A Ave. Seneca, OR 97873 and may be
examined or copied Monday-Thursday 9 A.M to 4 P.M upon request.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on
the Environmental Review Record to the City of Seneca (City Hall),
PO Box 208/106 A Ave. Seneca, OR 97873. All comments received
by March 8, 2019 will be considered by the City of Seneca prior to
authorizing submission of a request for release of funds. Comments
should specify which Notice they are addressing.
RELEASE OF FUNDS
The City of Seneca certifies to OBDD that Brad Smith in his capacity
as Mayor of Seneca consents to accept the jurisdiction of the Feder-
al Courts if an action is brought to enforce responsibilities in relation
to environmental review process and that these responsibilities have
been satisfied. The legal effect of the certification is, upon its approv-
al, the City of Seneca may use the Grant funds, and OBDD will have
satisfied its responsibilities under the National Environmental Policy
Act of 1969 and related laws and authorities.
OBJECTIONS TO RELEASE OF FUNDS
OBDD will accept objections to its Release of Funds and the City of
Seneca certification for a period of fifteen days following the antic-
ipated submission date or actual receipt of the request for release
of funds (whichever is later) only if they are on one of the following
bases:
A. The certification was not executed by the Certifying Officer of City
of Seneca
B. City of Seneca has omitted a step or failed to make a decision or
finding required by HUD regulations at 24 CFR Part 58
C. City of Seneca has committed funds or incurred costs not autho-
rized by 24 CFR Part 58
before approval of a release of funds by OBDD
D. Another federal agency acting pursuant to 40 CFR Part 1504 has
submitted a written finding that the project is unsatisfactory from the
standpoint of environmental quality.
Objections must be prepared and submitted in accordance with the
required procedure (24 CFR Part 58), and shall be addressed to
OBDD at 775 Summer Street NE, Suite 200, Salem, OR 97301-1280.
Objections to the release of funds on bases other than those stated
above will not be considered by OBDD. Potential objectors should
contact OBDD to verify the actual last day of the objection period. It
is estimated that any objection received after March 26th, 2019 will
not be considered by OBDD
