Wednesday, August 16, 2017 Public Notice NOTICE OF MEASURE ELECTION AND NOTICE OF RECEIPT OF BALLOT TITLE Notice is hereby given that on November 7, 2017 an election will be held in Grant County, Oregon. Notice is hereby given that a ballot title for a measure referred by the County Court of Grant County has been filed with the County Clerk of Grant County on August 9, 2017. The ballot title meets the single subject requirement. The following Ballot Title shall be submitted to the qualified electors thereof: REFERRED TO THE PEOPLE BY THE COUNTY COURT OF GRANT COUNTY 12-69 MEASURE FOR ADOPTION OF A LOCAL OPTION TAX TO COVER COSTS TO OPERATE 911 SYSTEM QUESTION: Shall County impose Local Option Tax to fund the 911 system not currently funded through the State im- posed telephone tax. This Measure may cause property taxes to increase more than three percent (ORS 280.070(4)(a)). SUMMARY: Currently the John Day 911 Emergency Communications Center is funded through a combination of State imposed monthly tax of 75 cents per telephone line or, for prepaid wireless telecommunications services, 75 cents per retail transaction; and, through payments received from Grant County, City of John Day, Forest Service and Blue Mountain Hospital. With a current cost of operating the system of $456,649, the current funding sources are not sufficient to operate the system. The County is referring to the voters a local option tax that is designed to create a sus- tainable public safety solution to retain local 9-1-1 dispatch capabilities. If adopted, the local option tax will commence collection in the 2019 tax year and provide annual funding for the 9-1-1 center for up to five years. A local option levy of 38 cents per $1000 assessed value would raise $208,916 which sum is the approximate amount needed to cover the annual 9-1-1 center deficit. If the local option levy fails, the 9-1-1 center may need to be consolidated with another center. The estimated tax cost for this Measure is an ESTIMATE ONLY based on the best information available from the County assessor at the time of estimate and may reflect the impact of early payment discounts, compression and the collection rate (ORS 280.075). Percy Grant County Clerk August 9, 2017 Public Notice City of Mount Vernon Fair Housing Resolution Resolution No. 08-08-17-01 LET IT BE KNOWN TO ALL PERSONS of the City of Mount Vernon that discrimination in the sale, rental, lease, adver- tising of sale, rental or lease, financing of housing or land to be used for construction of housing, or in the provision of brokerage or rental services because of race, color, religion, sex, disability (physical or mental), familial status (children) or national origin is prohibited by Title VIII of the federal Fair Housing Amendments Act of 1988. It is the policy of the City of Mount Vernon to support the Fair Housing Amendments Act of 1988 and to implement a Fair Housing Program to en- sure equal opportunity in housing for all persons regardless of race, color, religion, sex, disability (physical and mental), familial status (1. children, and 2. actual or perceived sexual orientation, gender identity or marital status or its members), or national origin. Therefore, the City does hereby pass the following Resolution: BE IT RESOLVED that within the resources available to the City through City, county, state, federal and community volunteer sources, the City will assist all persons who feel they have been discriminated against because of race, color, religion, sex, disability (physical and mental), familial status (children) or national origin in the process of filing a complaint with the Oregon Civil Rights Division or the U.S. Department of Housing and Urban Development, Seattle Regional Office Compliance Division, that they may seek equity under federal and state laws. BE IT FURTHER RESOLVED that the City shall publicize this Resolution and through this publicity shall cause real estate brokers and sellers, private home sellers, rental owners, rental property managers, real estate and rental advertis- ers, lenders, builders, developers, home buyers and home or apartment renters to become aware of their respective responsibilities and rights under the Fair Housing Amend- ments Act of 1988 and any applicable state or local laws or ordinances. THE FAIR HOUSING PROGRAM, for the purpose of inform- ing those affected of their respective responsibilities and rights concerning Fair Housing law and complaint procedures, will at a minimum include, but not be limited to: 1) the printing, publicizing and distribution of this Resolution; 2) the distribution of posters, flyers, pamphlets and other applicable Fair Housing information provided by local, state and federal sources, through local media of community contacts; and 3) the publicizing of locations where assistance will be pro- vided to those seeking to file a discrimination complaint.
