This is a view west, with the contracting crew at work on the mile-long project. Guard rail installed up Lay a Butte Work on a guard rail along the outer edge of the spiral road leading to the summit of Lava Butto, ton miles south of Bend, is neaving completion, with J. C. Denton and Sons, Beaverton con tractors, in charge The protective rails will extend over a distance of about one mile,- from -the parking area at the top of the 500-foot high butte to (lie level area In the lava beds at tlio base. This is a U.S. Forest Service project, with Georgo Cook, resi dent engineer in the Bend head quarters office. In charge. ' Lack of guard rails on the nar row road up the cinder butte has caused considerable concern for tourists, Forest Service people have noted. In tho past, some of the most timid passengers on cars have preferred to walk. Despite the narrowness of the road and its winding character, no major accidents have ever oc curred on the butto. However, several years ago a car missed a curve and rolled down the steep slope, but without injury to occu pants. Lava Hullo is the location of one of tho major U.S. Forest Serv ice viewpoints in the North Pa cific district. Fines assessed Special to The Bullitln PRINEVILLE - Marian Smith and Harold Stelnman paid $100 each, plus $4.50 court costs for potty larceny, in recent justice court action. Nathan Puckett paid $150 plus costs on a charge of reckless driving.. The fine was $15 to Steven Goodin for fishing by prohibited methods. Leslie Ray Thacker was fined $TiO for having no mo tor vehicle license, the report stated. Earl Buker, charged with assault and battery, was placed on probation. In the not too distant past, "CBS Reports" shook the multimillion-dollar cigarette advertis ing accounts of television with a study of tho smoking hassle. And Lcroy Collins, president of the National Association of Broad casters (NAB), caused a furor last fall when he criticized ciga rctto commercials aimed at youngster!) and said flatly there is mounting evidence that ciga rette smoking posed "a serious hazard to health." Collins, it might be noted, is a pretty forward-looking fellow, having warned his broadcasting colleagues about the ratings mess well in advance of the time that it came fully to public light be fore a congressional investigative body this year. All of this is of particular in terest not only to youngsters, but to parents, because it is no se cret that the coming video sched ules for tho new season aro aimed more than ever at captur ing the increasing financial pow er of teen-agers. Earlier this month, an article in the journal of the American Academy of Pediatrics by Dr. Samuel Wishik, of the University of Pittsburgh School of Health, charged the Madison Avenue wiz ards with making smoking seem related to sex appeal. "There is no doubt that 'Madi son Avenue' has a heavy hand in It," tho article said, warning of possible government heat un less something is done. "Cig arette advertising nowadays, es pecially on television, plays up the two elements of sex and ma turity to sell its product. Work on dog pound planned Special to Tha Bulletin MADRAS Construction of a dog pound in Jefferson county is schedided to get underway next week and enforcement of the county's dog control law is ex pected to follow closely after com pletion of the facility. Tho pound will bo built on coun ty land just off tho Grizzly road a few miles south and cast of Ma dras. New dog tax fees will go into effect on July 1 with the fees rais ed 50 cents for each classifica tion over tho previous fees. Loss of gecso and sheep to marauding dogs in recent years has resulted in formation of a dog control board to enforce the dog control law that has been on county books since 1957. Queen Frederika may be behind Caramanlis downfall By Phil Newsem UPI Staff Writer Just as fictional detectives are advised to seek out the woman in the case, some political sleuths thought they had found her this week in the background of the downfall of Greek Premier Con- stantine Caramanlis. Although King Paul had served as head man, they decided, the woman in the case, and the cause of it all, was headstrong Queen Frederika. The reason seemed petty, cer tainly not enough to bring down a government which in eight years had brought both stability and a measure of prosperity to Greece. Ostensibly it was King Paul's determination to carry out scheduled July state visit to Great Britain against the advice of his 56-year-old premier. But the word was that the king merely was acting in support of his pretty queen who remained undaunted by the fact that on her last visit to Britain in April lelt wing demonstrators had put her Fair premium book largest Special to The Bulletin PRINEVILLE The largest county fair premium book ever to be printed for the Crook county fair has just come from the print ers, according to ivan unappeu, fair manager. The book, he slates, Includes a number of new horse events, add ing to this division of fair activ ities which has been growing in popularity for several years. A new halter class for the horse show will be for Shetland ponies in both registered and unregis tered ponies of all ages. Listings in the 1963 premium book for the 4-H division will be identical with listings at State Fair, Chappell said, to give 4-H club members a better opportun ity to learn State Fair require ments. The outstanding improvement at the Crook county fairgrounds for this year's fair Is the large, steel-constructed sales pavilion The building will scat some 600 persons, Chappell notes, and will afford protection from weather as well as adequate lighting for night activities. Crook county fair dates this year are August 23-25. Coastal areas suffer outages PORTLAND (UPI) Central Oregon coastal areas suffered power outages around noon Thurs day when a defective fuse on a transformer bank at the Bonne ville Power Administration sub station at Florence arced to the ground. The outages ranged from 27 to 38 minutes. Hie fuse failure disrupted serv ice to the coast from the Eugene Recdsport 115,000 volt transmis sion line, cutting off power to Fern Ridge, Walton, Mapleton and Florence. Rural areas serviced from these points of delivery were also without power. LIGHTNING STRIKES TWICE SPRINGFIELD, Mo. Queen Frederika, born a Ger man but determinedly Greek since her marriage long has been a figure of both praise and blame. She won the affection of Greeks with her work among Greek chil dren during the Greek civil war, once disobeying military orders against entering a contested vil lage where she had heard gueril las were holding a group of chil dren. She entered the village alone despite enemy gunfire. But she also won the enmity of Greek ministers who resented her intrusions into politics and her clearly held opinion that frequent ly she knew better than they. But the crisis which brought down the Caramanlis government had more to it than a question of social amenities. In fact there was reason to be lieve that Caramanlis himself had invited the dispute as a reason to resign and force the country into elections. Premier Under Fire In his own country Caramanlis long has been under fire from lib erals and leftists on charges that he rigged the 1961 elections. Outside Greece, Communist propaganda has maintained a drumbeat of charges that Greece is one of three remaining Fascist countries in Eruope. Both Caramanlis and the royal family have been under mounting leftwing criticism for the 1,000 or so political prisoners remaining in Greek jails 15 years after the successful fight against the Reds in the Greek civil war. It was upon this issue that left wingers and ban-the-bomb follow ers of Bertrand Russell put Fred erika to panicky flight last April. Deals From Strength As for himself, Caramanlis is dealing from a position of strength. His national Radical Union Party controls 180 of the 300 seats in Parliament, making it impos sible to form a new government without his permission. He remains one of the most popular politicians in Greece and can look forward confidently to popular endorsement of his poli cies in new elections. Out of the present shakeup seemingly can come two results. Queen Frederika will get permis sion to make the state visit to Britain. Pittman, who has said Portland's decision to drop civil defense could mean "tragic conse quences," was to meet informally with the City Council this after noon. Pittman also was to speak to the City Club, and meet with Warne Nunn, aide to Gov. Mark Hatfield, while in Oregon. The City Council recently voted to cut out Civil Defense funds. So did Multnomah County. Pittman has said abandoning of the CD agency could mean "tragic consequences" for the people of Portland if a nuclear attack ever occurred. The legislature also cut back Civil Defense funds, reducing the state's agency from 18 to 3 mem bers. Pittman's talk with Nunn presumably was to be on whether the state might still qualify for some federal help. Gov. Mark Hatfield said earlier this week he was not optimistic. Meanwhile, Deschutes County has voted to do away with its Civil Defense program after June 30. PORTLAND (UPI)- A former Hungarian finance minister said Thursday that if the Portland City Council did not receive "Di vine guidance" in abolishing Civil Defense "they have done a very foolish thing." Dr. Nicholoas Nyaradi, who left Hungary in 1948, said Civil Defense saved hundreds of thousands of lives in Budapest during World War II when the city was fre quently bombed.
