A TOBE. ) THtY UERfi cKXJP ( AS GOOD AS V pv WASHINGTON (UPI) The House Ways & Means Committee, in its first action on President Kennedy's tax program, Monday approved his plan to provide special relief for actors, baseball stars and others whose incomes fluctuate sharply. The proposal which was tenta tively approved would provide an estimated $40 million In annual tax relief for such persons. The plan would permit taxpay ers whose incomes fluctuate sharply from year to year to "av erage" their income for tax pur poses. Thus, it would reduce chances that one good year would subject them to high-tax brackets, if it followed years of low income. The proposal is one of many structural changes in the tax code which Kennedy urged Congress to adopt, along with an across-the- board reduction in income tax rates. On balance, the proposed struc tural changes would provide an increase of $3.5 billion in tax re venue. However, the committee is certain to reject the bulk of the revenue-producing proposals. The proposal adopted today would ailow averaging of income over a five-year period only in cases where income during a cur rent year exceeds the average of four prior years by more than one third. Averaging, however, would be permitted only if the current year income also exceeds the four-year average by at least $3,000. Search for sub is intensified PORTSMOUTH, N. H. (UPD- The Navy today intensified the search for the submarine Thresh er, spurred on by the possibility that the shattered hull of the sub may have been located. A Navy court of inquiry met be hind closed doors again to gether evidence it hoped would determine what happened, to the $45 million nuclear vessel April 10. A flotilla of Navy and oceano- graphic ships used super-sensitive sonar equipment and underwater cameras to conduct a yard-by-yard search of a 300-yard area near where Thresher made her fatal plunge with 129 men aboard, 220 miles off Cape Cod. Navy officials disclosed last week that photographs of the 8,- 400-foot deep ocean floor showed dobris which could have come from a sub torn apart by extreme I pressure. Marine scientists and Navy au- thorities were cautious about iden tifying positively the objects pho tographed by cameras lowered from the research vessel Atlantis n. "The pictures by Atlantis n showed debris dense enough to be the missing submarine, but the pictures in themselves are not conclusive," a Navy spokesman said. "However, 'side looking' sonar and other electronic probings of the area bear out the possibility that the debris in the area could be the Thresher," he said. Some system of income-average has long been advocated by pro fessional actors and athletes and by authors whose income is sub ject to major change from year to year. The proposed new rule would, however, apply to all taxpayers. The treasury has noted that some farmers and many others would benefit from the new relief. The averaging plan which would not take effect until 1954, could mean big tax saving for individu als who suddenly strike it rich after years of modest earnings. It would allow a taxpayer in a big income year to lump together his income from a five-year peri od and compute a tentative tax on one-fifth of the income. The tax attributable to the one-fifth would then be multiplied by five to determine the Sinai tax for the current year. To illustrate the benefits of av eraging: Assuming the lower tax rates recommended by Ken nedy are adopted, an author who received $44,000 in taxable income in 1965 would, without benefit of averaging, be subject to a tax of $17,960. Income averaging would cut the tax to $10,360, if the author's taxable income had pre viously totaled only $4,000 a year.
