The disbursement of fifteen million dollars, most of which will be paid out la Oregon and Washington during 1932, Is one of the encouraging signs of returning prosperity. The Union Pacific System is to add largely to its equipment, to relay portions of its track with rails of greater weight, to ballast anew its roadbed, to replace w o o d « bridges *with structures of steel, and construct a steel bridge bridge across the Columbia River be tween Walla Walla and Kennewick, this one project to cost $1,600,000. An order for 4.600 new freight cars, to cost $10,000,000, and for 1,500 re frigerator cars at a cost of $8,760,000 was made public several weeks ago. The refrigerator cars are for the Pa cific FTuit Express, one-half of which Is owned by the U. P. System. General Manager O’Brien of the Ore gon-Wash ington Railroad A Naviga tion Company (Western unit of the Union Pacific System) has just an nounced the setting aside of $6.000,000 for improvements and additions os tM« unit of the System during 1922. Most of these millions will be ex pended in Oregon and Washington. The forest and the saw mills will supply all of the lumber which will be used in car construction and the army of railroad workers will be enlarged nntil it will be of sufficient magnitude to complete the work. The money paid for material and labor will be put into general circulation. Service will be increased, labor in demand and business conditions improved by th« millions to be spent by the great trans continental railroad. Dennis as I chairman, selected by a number of the stockholders and creditors of the Carlton Mill and Elevator corpora tion, things were brought to a cli max the first of the week when Mi3s i Mariam Busick, ex-bookkeeper for i the corporation, brought action to I recover over $900 salary due her at the time she tendered her resigna tion about two months ago. On a writ of attachment the aheriff sub sequently took possession of the plant and business, placing J. V. Kenyon In charge, he being agree able to the creditors involved. On Wednesday a stockholders’ meeting was held In the office of the j company, resulting in the election of a new board of directors, the by laws being amended to provide for live instead of three, as originally drafted. At the election, F. A. Thoms, founder of the institution, was retired as president and mana ger. Mr. Thoms organised the company In the summer of 191)1. floating the stock and building the elevator in time to participate in the fall’s busi ness as a grain mart, acting in the capacity of both buyer and vendor, dealing as it did in feeds and seeds. To the lay public the business seemed to be enjoying good health and rapid expansion. But the gen eral money depression throughout the country combined with local ad versities. were creating grave obsta cles for the management— making collections slow, creditors more in sistent, until at last the income proved Insufficient for the liquida tion of its growing obligations. Be cause of the postponement of remit tances. creditors became alarmed as to the solvency of the corporation, and the aforementioned investiga tion was instituted. Only a casual analysis of the records was necessary to ascertain the crippled financial condition of the corporation-, and that, under present conditions. It would be next to impossible for the business to pay out. Several stockholders are advocat ing the appointment of a temporary receiver and continuing the business. However, this will depend on the disposition of the creditors, but the concensus of opinion is that they will demand immediate liquidation. The new board and officers are: Otto Sitten, president; Frank Hem bree. vice-president; Earnest Jern- stedt, secretary-treasurer; Louis Hurner and John E.
