W ashington., March 27.— Debate on a the tariff bill in the house today was largely devoted to an academic discus sion o f the question and the political issues involved, although Gardner o f Massachusetts thorougly reviewed the question o f free hides and a tariff on leather goods. Longworth o f Ohio and Harrislon o f New York, the Demo cratic members o f th e ways and means com m ittee, were* the only representa tiv e s o f the tariff fram ing committee who made speeches. The bouse adjourned to meet again a t 10 o ’clock Monday. The bouse w ill m eet for ten and one-half hours I day. The hours agreed upon are from 10 in' the morning to 6 at night, u -a re ness o f two hours is to be taken, the house to continue in session from 8 t o 10:80 at night. Friday, March 2 0 . Washington, March 20.—The mono tony o f the tariff debate in the boose w as relieved for a time today by a clash between Fordney o f Michigan, and Byrd o f M ississippi, which came near ending in blows. Fordney had been discussing the lumber schedule when he was interrupted by the Mis- sissipplan, who insisted that the lum b e r manufacturers, o f whom Fordney was one, were in a trust. Fordney peremptorily denied the statement and ■said that Byrd “ did not know a/lamned thing about i t ” Opposed to Fordney was Howland o f O h io, who wanted the product placed -on the free list. Others who spoke were Poo o f North Carolina, and Ma co n o f Arkansas, both o f whom ar raigned the Payne bill for not sect pHshing what it was pretended it would, do, while Humphrey o f Wash ington advocated a tariff on shingles and lumber high enough to enable the lumber and shingle manufacturera o f n is state to com pete with those o f B ritish Columbia em ploying cheap Ori en tal labor. Thursday, March 2 4 . W ashington, March 25.—Alm ost ev e r y shade o f opinion on tariff revision was represented today on the Payne hill. A fter a general assault by Un derwood o f Alabama, the bill was de fended by Crumpaeksr a t Indiana, one o f its fraasera, who is a pronounced ad vocate o f free raw materials and such tariff on finished products as w ill fo s ter home manufactures without breed ing m onopolistic trusts. Then came Sheppard, o f Texas, with an attack on the sincerity o f the Republicans in carrying out their revisitn pledge. > o f W isconsin, denounced the countervailing duty on oil as a boon to the Standard, but Smith o f Colorado, and Vreoland o f New York, said this duty was not on the Standard, but on the producer o f crude oil. The bill was called up by Payne im mediately after the body convened, and the debate was opened by Underwood o f Alabama, who spoke at length in opposition. United States, and free hides would not be a menace to the farmers. The inheritance tax, he said, preferable to an income tax, because it would not give rise to perjury or fraud. He held also that an income tax was unconstitutional. Clark, o f Missouri, followed and had proceeded but a minute or two when, at the suggestion o f Payne, he suspend ed and the bouse adjourned. Payne said that the men who wanted the Dingley duty on lumber retained were those who were interested in immense lot o f stumpsge and who were actuated solely by motives o f gn I f the duty were removed entirely lumber, he said, it would be o f great benefit to the American people would enable the men he h id referred to still to realise a golden fortune, but not such a golden fortune as were the duty to be kept oo. Hsyburn reintroduced the bill providing for a new ^executive department to be known as the department o f mines. Annuities fo r ex-presidents and the widows o f ex-presidents are provided in a bill introduced by McCumber. Flint intrrodueed a bill directing the secretary o f war to establish a line o f steamers along the Atlantic operated by the Panama railroad, and Pacific Railroad company for its expen ditures in controlling the break in the Colorado river levee in 1906. Washington, March 22.—The tariff bill bald fa ll sway in the hoove today. The measure was promptly put before the body immediately after it convened. Shackleton made some departures from the usual preparations for a journ ey across the snow, and ice.
