Readers o f newspapers have no doubt taken notice ot the new deal in the Japanese-American af fair, but we doubt if any have read as clear a statement o f it in any ot the dailies as is given in the following, taken from the Youth’s Companion: The purport of the notes ex changed between Japan and the United States was stated in The Companion last week. In brief, they express the desire o f both governments tor tree and peace ful commerce on the Pacific, and declare in favor ot the open door in China and the maintenance of the territorial integrity o f that empire. This agreement—it agreement is a proper definition—fulfils the work begun by John Hay, and like his declarations o f policy with regard to China, it is infor mal in character. It is not a treaty; it has not the effect o f an alliance; it need not go to the Senate tor ratification. It is a mete declaration o f policy. Its value is moral. It expresses the intention o f each government to respect the rights and wishes o f the other. The courteous assurances o f mutual respect, the ceremony of exchanging notes, the bit o f pic turesque diplomatic flourish can not prevent war between this country and Japan, nor indeed can the most binding treaty pre vent war. But declarations o f peaceful intention can do, have already done, much to quiet the tears of the world, to show that no clash is imminent between the tw o powers that dominate the Pacific. In the pledge to assist in devis ing means to prevent disturbance in China at the present critical time lies the point in the exchange o f notes at the present moment. Nations united in a common re sponsibility are in a position more easily to settle differences that may arise between them. The tw o masters o f the Pacific agree to make common cause ot the integrity of China. This se cures their own peace and brings quiet into the entire East. It may be that the nation which brought about the treaty of Portsmouth has entered upon a noble career as keeper o f peace in the Pacific. tion in Kansas. They have re sorted to every known means to carry the day, but it is gratifying to note from the following news item from Topeka that they are weakening: “ It is beleived by Kansas officials that the brewers and the wholesale liquor dealers have decided to abandon this state and withdraw from the losing fight to stem the tide ot prohibition. For more than a quarter o f a century the liquor interests o f the country have tried to undermine prohibition senti ment in Kansas, and at times they were greatly encouraged. When Governor Hoch goes out o f office next month he will turn over to his successor, W. R. Hobbs, a state that is practically without an open saloon or a li censed resort.” T o those that have suggested to the Graphic that some expres sion should be given with refer ence to the sewer question, which is to be voted on at the annual city election, we suggest that they carefully read the pamphlet recently issued by the city coun cil covering the sewer problem and proposed changes in the city charter and thus inform them selves. The columns o f the Graphic are open t o any taxpay er who may desire to discuss this very important question. While a sewer system would be a great thing for Newberg and an im provement very much to be de sired. we admit that we are very much in donbt regarding the ad visability of undertaking the sys tem at the present time.
