The Russian authorities realise this, and are strengthening the garrisons of all Finnish towns. O fficer o f Defunct Ohicago Bank Says Preaidant Did Looting. Ohicago, Aug. 9.— The Tribune today says: "H en ry W . Herring, cashier of the Milwaukee Avenue State bank, looted by Paul O. Btensland of over $1,000,- 000, is in Chicago. H e has not been out of Chicago since Monday morning. T b s police department can call in its circulars, take its detectives off tbs trail and rest assured in the belief that at 1 o'clock tomorrow, or rather one minute after 1, Mr. Herring w ill be in the custody of Inspector Shippy. Her ring intends to give himself up and is absolutely confident that in a short apace of time he can show to the satis faction of every one concerned that he had no part in robbing the 23,000 de positors of the wrecked institution." Theodore Btensland, vice prssident of the Milwaukee Avenue Bute bank, and eon of the fugitive president of that in stitution, has come to the rescue of the 23,000 depositors, and it is the general belief of those who are endeavoring to etraightan out the affairs of the bank that there is an excellent chance that all depositors w ill receive almost dollar for dollar when a final settlement is made. The improved condition of the bank's affairs was brought about by young Btensland, who announced that he would turn ever to Receiver Fetser all the real estate and personal proper ty of Paul O. Btensland, his father. The son places a valuation of $600,- 000 on this collateral, and he stated that he bad full authority to make a transfer of the property for the benefit o f the depositors. Canned Veal is Disguised. Columbs, O., Aug. 9— Reports of the analysis of 20 samples of potted' ham, chicken, hamburger steak, luncheon sausage and similar preoarations sold by meat packers submitted to 8tate Dairy and Food Commissioner Ankeny today show the presence of preserva tives and in some cases traces of tin and sine poison. Some cans labeled "p o t ted chicken" were found to contain veal. Mr. Ankeny w ill officially warn the manufacturers that their products w ill be kept out of the Ohio markets unless they comply with the la * . " - * ------ Drive O fficers From Camp. London, Aug. 9.— St. Petersburg cor respondent of the London Daily Times telegraphs his paper that troops in Kol- pino camp are in a mutinous state, caused by one of the officers shooting and killing one of the troopers. The correspondent adds that the officers have become unpopular with the men, and all of them have fled to St. Petersburg. Tenders are invited at the office of the director of the mint in this city on Wednesday, August 16, up to 1.o’ clock p. m., and ery Wednesday thereafter until further notice. These tenders are to bo for delivery at the Philadelphia, New Orleans or Denver mints, settlement to bo on the Now York basis of bullion guaranteed .999 fine. I t ia assarted, the correspondent con tinues, that at present merchandise ia pouring into Manchuria over the Siber ian railroad, from both European Rus sia and Vladivostok, without the pay ment of duty. I t can therefore be sold very cheaply. Russia's policy, the correspondent concludes, obviously is to isolate Port Dalny and divert all the trade to Vladivostok, in order to rob Japan of the fruits of victory. The clip was tbe property of C. M. Blair, and weighed 1,600,000 pounds and 44 care were required to carry it. It took a large force of men ten days to bale the clip. Watson is Guilty- Portland, Aug. 9.— After being out from 6:30 Tuesday afternoon until £ o’clock yesterday morning, tho jury in the case of the United States against Charles A. Watson returned a verdict finding the defendant guilty of perjury aa charged in the indictment, with a recommendation for clemency. Judge Bennett, counsel for Watson, gave no tice of a motion for a new trial aa soon aa the verdict of the jury was recorded.
