President’s Message. Congress convened in regular session on Dec. 7tb, and the day following Mr. Roosevelt’s last Pres idential message was read in both houses. As usual it is an exhaust ive document, the salient points of which boiled down are as follows: Financial condition of nation at ] present time is excellent. Under the interstate clause of the constitution the United States has complete and permanent right to control all agencies of interstate commerce. Rates must be made as low as are compatible with giving proper re turns to the shareholders and all employees. Believes that there should be a premium upon individual initiative and capacity. Labor should share in the profits of the manufacturer, and the farmer should own his own land and not be a slave to the mortgage. The man of small means should be pro tected in investments by careful su pervision of corporate finance. Dealing with courts, believes that salaries of our judges are entirely inadequate; decries attacks on courts when same are not based in fact; urges courts to weigh more careful ly the effect of temporary and per manent restraining orders. Legis latures frequently to blame for slo venly and conflicting laws. Forests form the first and most important factor in the conservation of natural resources, and it is the plain duty of tne country to protect them before it is too late. River navigation can only be maintained through the preservation of our for ests. Supports the contentions of those interested in inland waterways, aDd urges legislation in their cause. Improvement of rivers should not be left in the hands of army engin eers whose training does not fit them for such work. The system impairs the work of the army as an army, and works a hardship on the people who wish the work of river improvement put through on scien tific lines. Amendment ruling that there shall be no detail from the secret service for other than Government work declared favorable only to criminals. Again recommends that postal sa vings banks will be beneficial for the people. Commends extension ( f parcels post. Advocates the immediate admis sion of New Mexico and Arizona as States. Advocates the extension of the ocean mail act of 1891 and better Transpacific mail lines. Briefly praises the work of the en gineers in charge of the Panama Canal, and declares that the work is being done with speed and effi ciency.
