Postal Department which goes into effect the first of next month, it .will be necessary for us to drop from our subscription books the names of all subscribers whi are more than one year in arrears for th) H It seems at first a little strange for the government to take this position, as it would appear that it is a simple case of interfearing with our private bueiness, but when we study into the matter, the object is plainly to be understood. The in tention of the government is to give the publisher of every bony fide newspaper every advantage of cheap rates possible, and in doing so the publishers of advertising schemes have learned to take ad. vantage of these rates, and the idea of the department is to cut them out, and only allow genuine news papers with paid-up subscription lists to have access to what is known as the second-class mailing rate. Therefore, under the circumstan ces, we are sending out statements to all who are more than a year in ar rears, and in case we receive no re- mitance by April 1st, we will be ob liged to drop such names from our mailing eist.
