Since the Portland JOURNAL reprinted an editorial of ours on “Teachers and Teachers’ Salaries,” we’ve heard from several around- the-state school teachers. The common plaint: “You don’t know what you are talk ing about. Teachers’ salaries are a disgrace, and we are the most overworked, most under paid profession in the world.” Well, well! For the record, we taught school, we know what they are talking about. - That’s what jworries us. Good teachers can’t be held; the salary scale for poor teachers is the same as for good ones. Good teachers are made too infrequently. There’s too much self-pity in the education ranks. It didn’t used to be that way when we were young and a teacher came to school with a springy step and a grin on his face. I would like to have you post these in the window of The Sentinel of fice for a ll to read and study. 1 would like to make a state ment which should tend to clarify the reasons why our Oregon Laws call for a compact and contiguous boundary in the formation of a Fire District or any other taxing district. Contrary to the impres sion created by some of the spon soring individuals of this proposed Rural Fire Protection D istrict,'this nor the tax collector’s office, has no other purpose in mind other than the establishing of a district or districts which can feasibly be administed from an assessment and tax collection viewpoint. The boundary of this district as out lined would be practically impos sible to administer without a great loss of time an inconvenience to this office and the tax collection office. It is not a legal district from compactness or contiguous ness. The proposed district .would create so many complicated segre gations, dual code districts, and other hindrances, through its pe culiar boundaries, as to make it quite impossible to complete our work in the time specified by law, and the district would therefore be the direct cause of the tax roll being placed in jeopardy of com- I pletion. \ There is no reason a compact, continguous, law conformmg Fire District boundary cannot ba^orm - ed which would include all lands, buildings, or personal property ■ w ithin those boundaries. I beg of you to read the A tto r- I rtey General’s opinion at The Sen tinel office and to study the map outlining the boundary of the pro posed district before criticising this office too severely. I d the H e e rt o f the District ORTLAND ^ •O R E C O N .^ BROADW AY As a word of explanation to the public concerned, I would like to state the matter firs t came to my attention about one year ago. A description in detail and a map was submitted to me at that time. The proposed district contained certain suburban properties to gether w ith certain rural lands with buildings extending in erratic distances around Coquille and ex tending in some instances for dis tances of eight or nine miles out of Coquille. A fter studying the map and boundary description, it became quite apparent that the proposed district did not meet legal require ments as specified by law in com pactness or in being a contiguous boundary. Not satisfied w ith my own impressions on the subject matter, I took the problem up w ith the acting Tax Collector, the County Court, the District A tto r ney, and the State Tax Commis sion. A ll held that the boundary of. the proposed district was not compact and that it would be ex tremely doubtful to assume that the law could be construed to mean the area was contiguous. The District Attorney fo r Coos County took the matter up w ith the Attorney General fo r the State of Oregon, Mr. George Neuner. His opinion was rather lengthy and ended as follows: " I t follows that the County Court may reject a Pe tition for the formation of a Rural Fire Protection D istrict on the grounds that the proposed te rri tory does not constitute contiguous unincorporated te rrito ry w ithin the meaning of this section.” Mr. Neuner cited a previous court case in which it was held that to call such a boundary compact and con tiguous was a mere subterfuge. I feel that these facts have not been made clear to the people of Coquille or to the people in gen eral who are interested in form ing a Fire Protection District and they have gained the impression to some extent that we at the Court House are just stubborn. When in fact and in truth all that is neces sary to form the Fire District is tq revise the boundaries and make them compact and contiguous and according to statute.
