' - ; L ’i i —— -s Text of Hal H om ’ Propowd Rules of Road Law ■ —— Following is the text of the changes Secretary of tbe State Hal Hoss ia prepared to suggest to the legislature in January for the Rules of the Road law which wili probably be amended at the coming session. The most noteworthy changes in the proposal are those removing all speed limitu and making carefulness and safety the predominating features, with the driver who endangers traffic by his slow driving as amenable to arrest as the reckless »peed fiend. Nor shall any person drive at a speed which is greater than will per mit the driver to exercise proper con trol of the vehicle and to decrease speed or to stop as may be necessary to avoid colliding with any person, vehicle or other conveyance upon or entering the highway in compliance with legal requirements and with the duty of drivers and other persons us ing the highway to exercise due care; provided, that this provision shall not be construted to relieve the plaintiff in any civil action from the burden of proving negligence upon* the part of the defendant as the proximate cause of the accident. (b) Officers in enforcing the provi sions of thia section are authorized to arrest for any violation of subdivision (a) of this section hereby designated as the basic speed regulation or to arrest for a speed in excess of that in dicated in subsection (c) for the par ticular district or location.
