If Russia had fallen down and was compelled to withdraw from th war, what will she do now, with her ar mies disbanded, her leaders in hid' ing, and no one to defend her? Does she look for sympathy from the iron heel of the kaiser? Does the lamb look for sympathy from th lion? If she could not pay for war ex penses for herself, how will she pay the indemnity and provinces to the enemy? Such Is the lot of a nation . of serfs. They are not fit to govern themselves, and for the rest of the war they are liable to be governed by their master. "When the war Is over, iwhat of Russia?
