department to see that drunken
men are helped to their homes in

pel the saloon uroprietors to take

holds that it is not right to send
these men to the lockup so long as
tney are not troubling any one. Of
course the criminal drunks will be
dealt with summarily and the habi
tual drunkards will be sent to jail
to sober up, after which the mayor
will take them in hand personally
and give them a chance to get hold
of themselves. He goes on the
theory that drunkenness is a dis
