HILLSBORO INDEPENDENT Entt t il !n ihr po.iioiiioo &t liil 'boro, Ore. ii h-mi.'H'Ioji nmii iu?ier. Kuln-iiiU:ii, in a Ivuriet, per ytar, H.cu Jill I.?30kJ PUfcUSHINU CO., l'r'i; I'. M.UT. Kditor FRIDAY, DECKMULK 12, l'JO TAX I EE DOCTRISA IRE. There ia an agitation of revenue lawa very aunilar to ttittt prior to the passage of the McKiuli'y Act in lsao. Then tariff reform for the purwe of reducing the surplus in the treasury was the shibboleth. At that time the reformer did tot herniate to let it be known that they were.free trad er. Iiut free trade bocmne unpopu. lit and now the reformer are trying to obscure their t design. Free trade 1 not mentioned, tiut the dame interests demand tariff reform tluit truJU may le curbed. Senator Fry ol Main replica to tiiat contention quite effectively when he saj:".Now, no repeal of thu duty on tho products of a trust can be had without at the Name lime repealing it a to the like product of ail of the trust competitors and this would probably result in the ruin of the latter, leaving the triwt the wile survivor, and might indeed lieue'tit it by making it really a monopoly." liut it i not the curbing ao much as free trade pure and wimple that id deaired aud this fact ought to be fully understood by the people. In urging the relorm a tariff coui miaaion is proposed, "compoaod of tariff experts." The theory I that there are meu more thoroughly traiued in the literature relating to revenues by tariff than the average politician. It is further claimed that a commission will be noil partisan, hence more honeut than a senator or h congressman. Iu reply it can be pointed out that providing for collect ing revenue is one of the duties of a legislator. By common consent the work of originating legislation is as- xigned to tbat man acknowledged to be best fitted tor it. There is a nation t elect from. The pr&ident iu an. pointing a commission can do no more. Then would a commission be non partisau? If it were composed of five members, three would be pro tectionists and two freetraders or the reverie depending on the political bias of tho administration. Uut a protectionist is a republican, for pro tec t ion is the essential plank of the -prty, on the other hand freetrade is democratic, after all, then; the com mission would Imj coiuoeed of repub licans and democrat and quite as partisan as it would be if taken from the representatives selected by the people. - But if such a commission contains protectionist and freetraders can be called non partisan, so can the, ways and imam couruittee of the houso if representative, which is composed of seventeen members, eleven republican and six democrats, be a non partisan committee. In thin vlow of the matter OongretiHtuan Tongue's question become eloo, ueuti "Io you think it is probable that you could get a more representative hody of men than tho ways and means coiumitttro of the house ui.d the tlnance coiuiiiittee of the gentile to act as a tariff commrssion?" l'JUrLAM)-IHLI,SUUU M0T01S. In June last the city council of 1'ortland granted the West aide and (Suburban F.leetric ttiil-road a right of way through the street from J-'jrst street westward to the city limits or to the foot hills where the road, in climlng the hill, bad to abandon the street. The ordinance was promptly aixvpted by the Company, and alto on the part of the city official., as promptly referred to tho Bourd of Public Works. That tribuual held the paper for consideration 'till the members elect of the council tiok office when tho Board of l'ublic works referred the ordinance back Air amendment. The council referred to its street committee and there it lies to tliis day. About three weeks Hgo some one raised the qucNtion nether or not the road bad permis sion through the streets. This question went to the city attorney who ilecided Hint the road lias no franchise. , It is now Wellington County's time to remark: T lie course I'urlhind is taking on this is very materially cooling the ardor that this county ha had for state aid to the Lewi. ami Clarke Kx position. Unles this C-ojnty can have easy, fpeedy aud frequent cnirimunicatioa with the Exposition grounds -there Is uo need of aiahow. If Wellington Couuty can t.ot get benefits w hy should we pay our gisid money? But it is not only Washington Co. that wants the road, I'orlaud need it. Wherefore w lien we force Portland to allow the road to start after w hii h it will come, we not only stive to our own prollt but do a good turn to out big neighbor. 1'ortland had got - 1 1 ortunity fir .nc ovirtlovr ii.. ;r I')'. Castro, the president of that country doe not deny (hat the subject have beeu in. jured iu property, but urge that the claims should limt be presented aud time allowed for examination by the Venezuelau courts. England and Ueruiauy have sent a Iteet and de mand pay within a day. Castro, In retaliation, urrebted all Kaglish and Cierinuu residents, but these, at the instance of U. S. Minister B iwen havo boeu released. Umembering the dispute betweeu Kngland anil VVuzuuU over boundaries In 1897, it seems that the action taken this week is hantyaud that England having the help ol Us neigiinor is a little more .than willing to pick a quarrel. If Veuzeula owes money, it ought to be pkid and tho U nited States will not object to serving of a fleri-fucias," but when those countries commence to annex territory the "Monroe Doc tine" will have to be defended. Are we ready to do that, thing? 'Germany has no coaling station in American water., and we would have the ad vantage because her war ships would be without coal after crossing the ocean and would be helpless. But her ally has numerous possesions not only In the Caribbean S9, but all Canada as a base for re-equipment, In this emergency we aee the reason for proclaiming the Monroe Doctrine. It Is not for defending the Central ana south American utates but n precaution against the attacks of Europeans.. The new Portland city charter is a document tbat was formulated by a ctiui mission appointed by the last legislature and submitted in complet ed form to the electors of the city at the last June election. It deals quite drastically with gambling and other forms of vice, where fore the vicious element of thecity oppose tho charter and it leaked out that the gamblers are preparing to have the referendum exert its delaying hand. Five per cent orjne votes cast for supreme judge in June last may demand that thecharter be submitted to the people, Such a petition will have to hear the names of 4,386 voters. Are there tbat many people in the state that will go on record in the interest of tho gamsters? What the Interested ones nope 10 gam is a two year s delay in the adoption of the charier The referendum amendment direct. that the vote on the proposed law shall be taken at the uext regular biennial election occur! ng after the petition for the referendum is tilled. But the law also provides that the legislature may provide lor a special election sootier This will be done for the city charter and the joy of the gamblers will be short lived. Exspeaker Tom B. Heed of Maine died In his apartments iu the Arling ton House, New York, at a few uihiutes after 12 o'clock mid night Saturday. Acute Bright' disease of the kidney was the immediate cause of his death. Speaker Heed was the most striking presiding officer that has held the gavel in the House ofi Bepreseutati ves. Blaine was a briliant ' officer but it remained for Keed to be a practical man. Precedents, not de fensible, had grown to the dignity of parlimeutary low. The almurdity of these rules were pointed out hy'ltta-d and new decisions made which are uow firmly established as law. His opKiiieiits applied the epithet of tV.ir to Iteed, but he tunnel not from w hat hi keen, logical mind adjudged to be right. These words on Monday last were formulated on the floor of the ltoue of Itcpreseutatives to give expression to the estimation of his Hoc isles : "A distinguished states man, a lofty patriot, a cultured M-holar and iiuisive writer, an un matched di-hater, a m ister of logic, wit and satirt; the most f iniou of the world's parliamentarians, the I great and representative citizen has gone into history. During the past week sugar that before was sold at a very low figure, began to soar until GO ceuts per hur dred was added, w hich put with the 20 cents the week before makes a raise of 80 cents within a fortnight. Eight mouths ago sugar stood around the fii.iKJ per hundred mark. About the latt'T pait of April prices began to shriuk until at one time during tho summer fl .12$ was reach ed. With a tiig crop iu sight every thing pointed to the lowest sugar In the history of tho industry, but about three weeks ago a cold wave struck Europo and froze the beets of France, Germany aud ltussia. Thus tons and tons of sugar that was counted as supply was destroyed and a shortage results. Elward Dowden, the beat, of English literary critics, thus writes in ThsOutloook-hls article being on of tea contributions by well-known authors to a discussion culled 'The Most American Books": "IVrbans the theory is true tbat American idea'ism may be traced in part to Puritanism, and that what we may call a defeated Purataflism tiecnnic almost Inevitably a cult of the Ideal. Tocqueville will have It, aud peruap he Is right, that a groat democracy is in its very nature prone to idel ways of thinking and feeling, with results at once reassuring and open to the gravest risks. But the quick recognition offset, aud the shrewd ness, the pliabili..' which this en genders Is a check upo.i the dangers which are i-erhups inherent in a de mocracy. "Even Amerlcn h uuior seems often ouly to translate the two qualities of shrewdness and Ideality into the region of the comic, distiu guished, as it often is, by a precision in extravagance, an exactl ludo in absurdity, and an inverted loic of nonsense which demonstrates uon sense in the end to be the driest good sense. "Some of Lincoln'?, speeches, in their noble combination of an enthu siam for duty and patriotic effort with a sharp scrutiny offsets, Impress one as among the highest and most characteristic utterances of America. In the eighteenth century Franklin hs kindred qualities upon a lower plane. He' can say alinsot at the same moment, 'Take care of the pence, and the pounds will lake care of themrelves,' and 'Imitate Socrates and Jesus.' His idealism U ethical rather than philosophic or poetfc, lying in a regard for conduct, but the idealism i never quite absent from the heart of Franklin's shrewdness. Add to New England vividness of perception and New England ideal ity a sentiment of romance, to which the remotne from the mediaeval world gives a certiin wlstfulnusc, and you have an expression for much that law in the genius of Hawthorne, Tho idealism of Emerson apears sometimes to bo highly attenuated but at best It is the exact translation of reality Into what is yet more real the idea."
