FRIDAY, JULY 2i, 1902. '! NEW LOBBY. Last week wbaa the National Pure Food Association tta here, tbe liioderancee to legislation came up A treotleuiau wbo U utucb la and bout Washington stated tbiit tbe "Lobby luflueuce" I not In evidence bout tbe halls of congirees to me ex teuttliat ku been published. Es pecially U (bin true la the bouse of representatives. Doubtless there are atreuta who work with senate com witut, for the senate is the branch that is itenerally sought to be con .-..ti.i i, nt Hvt-u then there U but a sina!! amount of 'work." done, lie did not, however, wish to declare that no "influence" i employed to tflVct legislation. It Is only carried through another channel which la tbe newspaper prea of the country nd especially the weekly newspa nrs. Selfish luteresU organize Du- riuiiia Sn.l send literature to the newspaper offices intending to give 'Information" that will appear as editorial matter. This goes to con gressmen and senators as public OKinion of constituents. Aud public opinion Influences legislation, Newspapers get no money for this work or only a very few of them, in t iat respect they are chumps. An example of tbe way tbu thing i-i done is seen In the fljod of circu lars that were sont out to create pub lic opinion on the question of mluc liiirtne duty oo sugar. Tbe work was done through the' Export Asso ciation of New York and tbe sugar trust were tbe people who found the money to pay the eipeuse. The first circular that was used was one bearing the signature of Wlllets A irey, editors of a sugar journal and exported to be expert in such mat- t.rs. This circular detailed what t nmense sums of money the people were paying aud are to pay for sug ar, by reason of tbe Diugley duty. The circular did not tell the truth but rather lied outright. It stated .that the consumer is paying f3o per ton on sugar imported, also that sum on home product which Is sold for what ought to be the bate price plus the duty. Now all Americans know that it Is not the tariff that regulates the price of home production, but do mestic competition, and supply and deuiaud. The circular was fake iu another place. A duty of 1 per ton is not collected on imported sugar unless It Urellncd sugar, but only f IS ptr tu. Amoug the people wbo do not always have the revenue laws for ready reference, no verillcati tu of the statement of the circular could be in id'1, and its conclusions were ac cepted, I'aragraphs (rout this circu lar were seen In papers from every part of the state aud no doubt the press of other stales were Imposed upon. Kveu so careful a paper as the New York Outlook reproduced eJitorily the fact of the Willet A Grey circular. The Outlook has al ways been considered an ideal pcr. It bad the circular, and later it was published that money hid been paid to the Outlook Company by the Ex port Association, presumably for ex tra copies and postage for distribu tion. But the New Ixibby finds the press of tbe nation cheaper and much more effectual 'way of influenc ing legislation. An other example is the circulars opposing tbe Urout oleomargerine law,and another Is the aid the country pri'ss was asked to render la opposing poitoftiee legislation where second cla mail matter is effected. Tbe prH of the country will have to ex ercise a care and sharply ecnu the "literature" which it Is asked to use "without cost." Tbe preea has too often scored the Washington lobby to itself take tho place of the bood leM. KKWAKW 1UK MERRILL. 1 believe that I voice the aentL ruent of the majority of tho people of Oregon when I aay that she Is entitl ed to the full lloOU, lea cost for re turning body. I have not heard one expression to the contrary. W. II. Le-h in Oregoulau. Tbe Independent has not heard what the majority cares to do in the matter of paying Mrs. W'aggouer tI50f,.r fliuling convict Merrill's bo-iy, hut it does not think that every one favors such a procedure". Many people hert think that Mrs. Waggoner baa dune nothing to earn Dm reward. The state law author la -e the superintendent of the pvDl tti'iary to offer a reward for the "apprehension" and "return" of ihe etpcd con Vict. There is nolliiig sild about "dead or alive " Mr. Wagjnner diM nothing toward the apprehension of Merrill, and "appre- benaion" la the very eaaence of tbe reward. The "dead or alive" is an addition not eouteui plated by tbs law and is put on by the superintend ent. Ja this luntence tbe criminal was a great one and the. public would probably overlook the kill ing of Merrill had It been dona to bis apprebeusion, but dying by hands other than law officers, tbe superin tendent does well to refuse to pay. t - -- - Waatt Ta Mela Uth r. .
