i-i done is seen In the fljod of circu
lars that were sont out to create pub
lic opinion on the question of mluc
liiirtne duty oo sugar. Tbe work
was done through the' Export Asso
ciation of New York and tbe sugar
trust were tbe people who found the
money to pay the eipeuse. The
first circular that was used was one
bearing the signature of Wlllets A
irey, editors of a sugar journal and
exported to be expert in such mat-
t.rs. This circular detailed what
t nmense sums of money the people
were paying aud are to pay for sug
ar, by reason of tbe Diugley duty.
The circular did not tell the truth
but rather lied outright. It stated
.that the consumer is paying f3o per
ton on sugar imported, also that sum
on home product which Is sold for
what ought to be the bate price plus
the duty. Now all Americans know
that it Is not the tariff that regulates
the price of home production, but do
mestic competition, and supply and
deuiaud.
The circular was fake iu another
place. A duty of 1 per ton is not
collected on imported sugar unless It
Urellncd sugar, but only f IS ptr
tu. Amoug the people wbo do not
always have the revenue laws for
ready reference, no verillcati tu of the
statement of the circular could be
in id'1, and its conclusions were ac
cepted, I'aragraphs (rout this circu
lar were seen In papers from every
part of the state aud no doubt the
press of other stales were Imposed
upon. Kveu so careful a paper as
the New York Outlook reproduced
eJitorily the fact of the Willet A
Grey circular. The Outlook has al
ways been considered an ideal pcr.
It bad the circular, and later it was
published that money hid been paid
to the Outlook Company by the Ex
port Association, presumably for ex
tra copies and postage for distribu
tion. But the New Ixibby finds the
press of tbe nation cheaper and
much more effectual 'way of influenc
ing legislation.
An other example is the circulars
opposing tbe Urout oleomargerine
law,and another Is the aid the country
pri'ss was asked to render la opposing
poitoftiee legislation where second
cla mail matter is effected. Tbe
prH of the country will have to ex
ercise a care and sharply ecnu the
"literature" which it Is asked to use
