And lcue the J J i Ij; rue it of the court la made ' up of the opinion of men who are general !y rceopiii-d aa being clinin lerestexl in everything except the wel'are, material prosperity, honor ami glory of their country. Th Independent renigftn ueh dieisiou of the court and accept them hi final. Couiiutrce will follow the line of leaat resistance. A Hue of traosiior tation may be uever ho strongly en trenched but that It can be defeated when a new l.ue la entabhuhed hav log leaa grades and ahorter mileage, All that la neceHaary la to show ahlppeit the ahort way. But agreed common ratea muat be abolished tor It stance from Wallula to Portland the distance la 214 milt down grade all the way and a loci motive can pull all the cam that can be hitched on. From l'asoo, a nea atatiou on the N. P. the Walla Wall country Is tapped and the distance to Tacoma la 265 mile with a range of mountains 2847 feet high to cro It takes a good engine to pull 15 can over. The tariff la what will be a profit to the N. P. The O. H N. agrees to maintain the same rate Hence the ablpper ha no choice of routes, but let the O. R. A N. make a rate independent of the N. P., one that will be a fair profit for the work done then see how many car loads of wheat would be lifted 2800 feet to get to the top of the Cascades. The Oregonian did a good turn for Port land last Monday when it published the grade diagrams of the two routes from Lewiston. The O. II. A H ought not to let the N. P. hluft" Further, The Oregon Short Line ought to build down Snake river and meet the O. II. A N. at Lewis ton. By such route the Powdi r river hills and Blue mountains would be missed. That Is the line of least resistant, and should be adopted for continental traffic. It is almost if not quite as good as the Nicaragua canal. European pnliiicana are finding fault with American locomotive and asaert that It coats 20 to 25 er cent, more for coal, 50 per cent, more for oil and 60 per cent, more for re pairs than English build locomo. tlves. However, the American ma chine Costs $2000 leas than the Kng- Jlah. The American a achinea were bought at a time when English ma chlnists were rut on a strike and the shops could not furnish locomo tives for the roads. The Aiusrican builders reply that there may tte some loss of heat for the reason that the cylinders of the American loco motives are exposed while the others are covered. On the other hand the Yankee machine Is easier to get to, which Is some compensation. It is further leplied that the Americans are built to run at 180 pounds press ure while the others run at Kin. And If the Americana on English roads are worked at 180 they will In more economical than the English machines. That is the work done by Americans at 180 will lie cheaper than the same work of the English at 160. The Americai builders further reply that the engine driv ers and firemen have much to d With the consumption of coal. This is a fact that our own fliemen arid engineers are well acquainted. An engineer may m use hia steam that nis iirvins.ii win nave easy Work it he may have hard work. All of which necessitate the exporting of fiieint n mud engineers to run and care f r our exported locomotive. This fierce criticism will ! for our good. If It is found to be merged Ihe.i our machanlce will change the nnsleh mi that there will lie no fault: I has never been charged to us new world people that we so are wedded to old thing that we could not he brought to adopt the new. There are very few boys In America going to mill with corn In one end of the bag and a atone In the other. tub tax ir r j a a: r.v. bix years ago wheu 'ha debate on turiff legislation rstrJ dercely it -thought all phases .f the quest i m wore studied am! year later when the Dlngley till was passed no one, at least in the protection ranks, could see how the Issue could again come up, but it begins t appear that tin old questions, in part, are to I be n Ti the people. The free traders t-liargj that the tarifl foster trusts, and point to the steel combine as an int us. Say they "if the tariff was removtd from Iron and steel we could import from abroad and force the American combine to term." Before we try the experiment it might be w.'ll to study conditiora. The steel conbme acknowleged to be a very powerful corporation, does not control all the furnaces in the country. There r many and widely acattered iron and steel establishments in the United States liiat are allowed lo exist by reason ol protection given by the tariff It is profitable to enquire whether these "little plants" do not more per fectly regulate the Mammouth Ste I Compauy than would lie possible for the foreign concern. Indeed a few things have been said which lead to tt e belief that the big combine would like to have Its little neighbors out of the way. The very organization of the trust emphasises that, for why else did the promoters seek lo organ ise the little plants into our concern. For guidance in tariff legislation along the new lines we have the ex perience of a neighbor, Canajta That great English colony has a tar iff aa high or higher than ours and some ye-ira ago agitated the quest ion as we today Is gin to talk. The government usk d tor the privilege ot lowering or removing the tariff from trust manufactured articles and got it. The history of the result is given by the Toronto, Canada, News which says: "What reductions have been made have not proven to be advantageous to the country. The duty on coal oil was ledueed and the price of the article has gone up. The duty on binder twine was cut in two and the price increased one-half. It was then put on the free list and up it went again. The duty on fence wire whs reduced and the farmers have ever since then been complaining of in creased prices. Nearly every re duction In Tariff has been followed by Increase in prices. "It will be argued, of course, that the increased prices are due to com til nations and not to reductions in duty. Perhaps so. But when the Laurier Government assumed power they asked for privilege to place on the free list any article the price1 of which had been enhanced unduly by a monopoly. In these cases they are at a loss. Their remedy has been applied before the disease broke out. Home people go so far as to blame the remedy for starting dis ease. At any rate, the situation is onfusing and we can haidly blame the Government for refusing to make further teductions In the Tariff, their experiments having proven so very unsatisfactory to themselves and costly to the farmers." nil iy the "th dv ol P'M'ut. wit, for a juil inent agaiiiHt vou III door of the 1 ourl '"r ul" f.f l-'-TOwilh liitvical thereon n t-.mi- r's .NAi.r:.
