An other plan baa been to allow a sub sidy to American built ships. That waa the idea adopted in a bill known as the "ship subsidy bill" before the last congress. A while ago this aid waa asked because it was claimed that ships can not lie built as econo mically in the United States as in ugland or Germany, that is steel blp, the kind now favorite. But by the great stride made during the la.it few yeara by ourgrest iron foun dries and rolling mills, it has been uuiltt satisfactorily sliowi. that we can more than compete with the foreigners. Indued American ship builders have not coutractx in the open market mm foreign nations, Because it has been shown quite con clusively that we can duplicate for eign built ships for the same or less luouey thau they cost, the opponents - of the subsidy bill assert that no sub sidy is needed. The friends of the bill repl) that the subsidy is not needed so much to foster ship build ing as It Is to equalise their sailing and steaming when built. It is pointed out that J. Fierpont Morgan who recently bought the Layard steamship line does not sail bis ships under the American flag, but let them continue to carry the British flag. ' Discussing with a gentleman quite well posted in the comparative cost of operating the same sized transport be gave these figures.
