SHIPS AT SEA.
The ocean carrying trade of the
United 8utM was sadly crippled
during the civil war in 1861 5, and
by reason of the change Iroiu wood
to iron i be industry of ship building
did not rapidly recover w lieu peat
waa made. For years congret has
been asked to do something for Am
eilcan shipping, fchrnie salted lor
diacriuiinating tariff on merchandise
carried In American bottoms. An
other plan baa been to allow a sub
sidy to American built ships. That
waa the idea adopted in a bill known
as the "ship subsidy bill" before the
last congress. A while ago this aid
waa asked because it was claimed
that ships can not lie built as econo
mically in the United States as in
ugland or Germany, that is steel
blp, the kind now favorite. But
by the great stride made during the
la.it few yeara by ourgrest iron foun
dries and rolling mills, it has been
uuiltt satisfactorily sliowi. that we
can more than compete with the
foreigners. Indued American ship
builders have not coutractx in the
open market mm foreign nations,
Because it has been shown quite con
clusively that we can duplicate for
eign built ships for the same or less
luouey thau they cost, the opponents
- of the subsidy bill assert that no sub
sidy is needed. The friends of the
bill repl) that the subsidy is not
needed so much to foster ship build
ing as It Is to equalise their sailing
and steaming when built. It is
pointed out that J. Fierpont Morgan
who recently bought the Layard
steamship line does not sail bis ships
under the American flag, but let
them continue to carry the British
flag. '
Discussing with a gentleman quite
well posted in the comparative cost
of operating the same sized transport
be gave these figures. A British
ship in the Alaska trade is sailed by
tbe following enumerated officers and
crew who receive the wages stated :

Our Informant then asked if it is
reasonable to suppose that the Am
erlcan ship can be expected to com
pete with a British transport whose
pay roll for labor slope is almost
13000 per month less. He as met

B. F. Harvey, of Eugene, has sued
tbe Daily Oregooian, of Portland, for
libel and placed the amount ol dam
age at 126,000. Tie' action will be
tried at the June Wraj of the Laue

plaint sets out for cause of action an
editorial that waa published in the
Sunday Oregooian, of Dec. 2, 1900. It
Is one of that paper's h' ttent roaster,
and waa written of the two men, who
tome months before had enticed a itirl
into a box car at Cottage Grove, and
carried her to Itos 'burg. Both men
were arrested. One was tried at Al
bany and convicted of rape and sen.
tenced to five years in the pen. the
other, B. F. Harvey was tried at It se
burgand acquitted. The Oregonlun
bad uncomplimentary remarks for
both men and did rot h"ld the term ol
the sentence in the highest estimation
No names are mentioned In the arti
cle but Harvey ihinrs he was meant,
and that what was said is libelous.
The dlacuesion of the possibility of
forcing tbe United States to its indus
trial knees by inaugurating a retalia
tory policy agaiost American Tariffs
and trade goes on in Europe, but
with little prospects for the discovery
of a feasable plan for pntting the Ides
into operation. A review of the situ
ation convinces tbe best of the Euro-
peans that retaliation would be dan
gerous, since America easily could
precipitste financial panic on
the Continent by forcing collection
of the large sums standing to Its cre
dit there. In other words, the Uni
ted 8;ates hasa wining band in readi
ness for any commercial game which
Europe may try to play. Humiliating
as the situation ti ay be, the world
must accept Urn industrial and com
mercial suprtiuacy of the United Sta
tes as an unavoidable fact. Troy

The council complains of a para
graph published last week when the
Independent thought that Mr.
Gates' proposition to rbide by the
findings of a single arbitrator ought
to have been accepted. The council
replies that the contract under which
the city is now furnished with water
and lights Is about to expire and thai
there is not time to experiment with
new plans. The ordinance rassed
ten yeara ago provides how the city
shall buy, and the council must pro
ceed that way. The Independent
was aware of those things but
thought the council could afford to
cut the red tape that bound up the
proceedings, but II there is no money
to he saved the long way around
may as well be traveled.
The striking machinists demanded
a nine-hour workday, with pay for
ten hours at a rate 12 percent higher
than the scale hitherto obtaining,

lesseens a factory's production one-
tenth while increasing Its expend!

demanded nullify in effect the possi
bility of the machinists getting the
wages increase they demand
