Several counties in the state are preparing a county exhibit for the fair, for they realize it u ill be a good opportunity to advertise their county in a uioet practical way. Each ex hibit will be a lecture room, and an object lemon lor the home seeker, where be can get information along intelligent linen, anu will be worth many dollars in advertising the couutj 'a resource. The live slock show will be with out question the lest ever held on the coast. Breeders all over the country are preparing to exhibit at the fair this year. There Is an op portunity here in Oregon for the far mers who have been running in debt raising wheat, to turn their attention to the profitable, production of beef, mutton and pork, 01 engage in dairy ing which has already taken its place as a leading paying industry iu thin slate. There is a demaud fur the best epecimena of all breeds which will continue to grow- for years to come, and there li nothing that will eucouragethia indut-try o much as stock shows at state and county lairs. 8TATE PKE.HS. The Oregon ian id not alraid of "Imperialism," and it thinks those who are shouting about it are uot afraid of it. They are merely iu want of campaign cry. NoUxly, Id fact, believes that through reten tion of the recently acquired islands we are in danger of "losing our liber ties," or of "drifting iuto an imperial despotism." To be silly and ridicu lous, and yet be serious, is a hard m a t ter. Oregon i a u . The issue on the shipping question between republicans and democrats, as defined by their respective plat forms this year, is that the republi cans favor American-built ships for our foreign carrying and the demo crats favor foreign (chiefly British) ships. Asturian. The Uoebelites are now in posses sion of all the Kentucky state offices. The delivery or the stolen goods has been accomplished. Astorian. Senator Burrows, or Michigan, say McKlnley will carry the country iy 600,000 majority, deriving his main strength from expansion. Imperia Hem, he says, is not worrying the people, who will stand by McKlnley and support his Philippine policy as against the wild cries of the demo crats. He thinks the 1C to 1 provi sion in the democratic piatforui will teud to swell the republican majori ties. Senator Burrows is a very con servative niau and his figures are very low for the McKinley volts. He estimates that McKinley will have a larger vote in the electoral college than four yea's ago. Albany Herald. The administrator's answer to China is a piece of first-class diplr niacy. We will mediate as you sug gest, says the president, but the first step in any such arrangement must be for you to put us Into communi cation with our representative in l'ekln. It is an answer 1 1 w hich no possible exce tion can be taken by Chian, and yet it puts the empire in the position of having to art or shut up. Oregonian, It Is stated th it the M h.T trans, portttion company his so Ur pro gressed with its porfcige- railroad around the dalles of the Columbia nd with the building of it boats, that it will commence by the in (Idle or August to handle freight. It is proposed to deliver freight at Astoria that has been received on the I'ppt r Columbia. The Inland empire Is to have hereafter two outltta to the sea snd we shall know what competition uicana. ;.v axo a uo it rexix. bince last week the atate depart ment has received a measage from Minister Conner in answer li the one delivered to Chinese Minister Wu. Conger's reply la undated but writ ten Iu the state department cipher, hence our government doc not d lul'l in genuim-nem. From Chinese t.ansmisHlon records the date or the message is fixed at July 18. The ministers were alive at that date, but heseigd In the British legation which was undei tire. Kllef was iuiplortd. The European govern uitnt discredit the Couger message and answer the claim for authenli city that it is an old mewage written perhaps weeks ago iu the diplomatic cipher. The message has continuing advices or the same teuor from Chinese sourcea, or what may be only iu'ended as confirming, dated July 18. That date h .a heeu pivot l for seveial days and the persistence with which it is quoted by the Chinese, tends to throw doubt upou the au thenticity of the Conger mesiage. .Secretary Hay has sent a wcond mes sage to Cong' r and expects an answer today or tomorrow. We have however reliable word from Mr. Conger dated July 4th. The ministers were alive at that date, but under tire. lVkiu is 100 miles from the coast, the seaport being Taku now in possession of the Allies. Thy also hold Tien Tain distmt from Taku by land 34 miles or by he windings or the river 68 mi'es. A. railroad connects Taku with Tien Tsin. Hiver boats ply on the river below Teiu Tain making that the port of I'ek in which is 80 miles up the river fiho, a small i-treatu .not navigable except for small craft pro pelled by oars or Miles, l'ekln is uot ou the banks of the l'iho but 13 milts sway on a handy plain. The city is a walled town, the outer wall being .'0 miles in circumference, and of an average height of 60 feet, though in parts it is 10 feet higher. The thick ness is from 22 to 67 feet. This is the tartar city. The Chinese part of the city is not so strong. The walls have an outer casing of brick with an in ner filling of earth. There are three divisions of the city, the inner one being surrounded by a wall two miles in extent and occupied by the emporer's palaces. The next outer section is given up to government offices and the residences or the no bles. Beyond this is the general ciiy which isdensly populated. The streets ot this city are from 14 I to 20b feet wide. The foreign It gallons are iu this general city. The British le gation is in the palace of Leany a gorgeous i-tructure consisting of four or five large halls and covering about five acres of ground. Because of the flat trajectory of modern artilery with which the Chinese are said to he armed, they cannot shell this le gation effectively unless they are near to it iu which case the rifle fire of the defenders becomes effective. This may explain why the place was not reduced at once. Oun. Chaffere is at Taku or Tein Tsin, and is pushing things. If he had 10,000 Yankees there he probs bly would start lor Pekin, but he has no more than 2000. He will need a selge battery for those thick earth whIIh. We have such, but it is in Kentucky. Southern China is becoming rest less and if our mluister is assassinat ed there is ample reason for believ ing that we will have a big war ou our hands. THE LASt OF JEFFF-KSOX. The convention at Kansas City has nominated William Jennings Bryan for the presidency. In harmony with this action it has made tl e leading declaration of the democratic platform a denunciation of the ex pansion policy. Thus has the historic party or ex pausionwiped out the principle that has run like a red thread through t'le woof and web of democratic pol icy from the la ginning; has retreated from the position taken by Jefferson when he bought L misian has c.tsi off Jackson, v, ho look the Florida!-; haa turned its back ou I'olk, who an nexed the far Wist, ami has repudi ated James Buchanan, who, in the Ostend manifesto, advocated the pur chase and annexation of C'ui.a. Adroitly worded though it may Is', the leading plank iu the demo cratic platform of ISM HI is a nullifies lion of the ( rumple that controlled all the leaders of the diuiocral it party from the foundation of there public to the Inauguration of Lincoln It is a reversal of he policy that gavt to the United StHtcs the 1,171,ikmi square miles in the L uislana pur chase, the fi'.I.L'tjS pquart milts in t'i Florida purchase, the 376,1;13 Miimri miles of the Texas annexation, Iht fi4,7H3 -que re miles ol thev Mexican cession of ISIS, the 4!fflt squart miles of tho (iadsdcii purchase li 1 8;3, and the 677,SDO square mile el the Alaska purchase in lsli". Iliac denunciation of the policy that gav us Hawaii, Porto llice t'io Philip pines, and American control in Cuha. The democratic party, li it plat form, has added to the error whicl ctuscd its overthrow in !! the still gread r error of repudiating a dis tinctly Amcficin and a distinctly democratic policy. Net (Hi ss to say, the leader of the h.t-t rlc dcmot-iacy were against such suicidal declara tlon, but their p'rott-t were in vain Democracy has been swallowed up In populism. The party of Jefferson, Jackson, I'olk, Buchanan and Cleve land survives only in name. The party lines are now finally drawn. The republican favor ex pansion, stand by the army in the field, hold fast to the tariff polic; and the gold standard, nd declare emphatically against hauling down the flag on any staff from which it d ml. Tha Bryanites as emphatic ally declare against expansion, against the gold taudard, against the protective ttriff, and agaiust an adequate army. - The cud of Jt-ffersouian democracy is thus complete. That William Jennings Bryau was named by accla mation t officiate at the ohstquUa was right and proper. He is the man to bear the pall. Inter Oin. A YYOKLO fW EH. The United State haa la-en, at least siuce 18C5, a world power. The duties devolving are performed mod estly, but none the less perlevtfy Beside being a power, our adminis tration come uear indeed being a world dictator. In a way, to , that justifies the ciliaeua of this country Iu expressing the vauity we enter tain. What calls out these word uow Is the announcement or the pol icy ol the United State concerning the great world' crisis in China. The substance of this policy is as follows : 1. The United States will under no circumstances join iu the partition of China among the powers. 2. The United States will use all ita Influence, to the utmost extent, short of war with European nations, to prevent dismemberment of the Chinese Empire. 3. The United State proposes to have a veritable settlement or the Chinese troubles, and its voice will ever be Mised against sK)liation and in favor of preservation or Chita's territorial aud governmental entity, along the lines aet forth in Secretary Hay's note to the powers dated Juiy 8. 4. The United 8tat will not declare war upon China on account of the showing of facts, no matter what other powers may do. 6. The United States, acting inde pendently and for itself, will co-operate with the other powers iu restor ing order in China, In punishing all officials, high or low, found guilty of crimes against human life, and in setting up stable government that may give guarantees ol security of life and properly aud freedom of trade. Three young men, sous of L. M. Huson, have 13 quarter sections of wheat in the Juniper country, Uma tilla county, aud expect to harvest 100,000 bushels iu the next 80 days. it has been suggested that China is holding the foreign ministers for a ransom aud the price Is release from responsibility for the acts of the Chinese mob or Insurrection. If this be so, terrible is the reckoning that will overtake that Asiatic civiliza tion. We Americana will not pay that variety of tribute. The gold-democratic organization that supported its own ticket in 1896, refuses to nominate a ticket thi year or to fuse with any other party. This action leaves the individuals compos ing the party free to give support to either of theother candidates. Some or them will drift to Bryan, some without doubt will vole for McKin ley. The Oerman press seems to think that President McKiuley's reply to the Emperor of China is a triumph of Chiuese diplomacy. . But triumph or not It appears Just, We want Mr. Conger to be delivered tJ us in good health or if he has been assassinated we want the murdeiers punished. We want our citizens respected and our commerce protected. That done it is just to use what influence we have to prevent the dismemberment of China. If that be a success for Chinese (I iploti.aey, calj It that. OTl K KOKTl HI.ICATION l.ko Offici t Oaroos Cirr, Oos. Julv.
