Chinese Empire.
3. The United State proposes to
have a veritable settlement or the
Chinese troubles, and its voice will
ever be Mised against sK)liation and
in favor of preservation or Chita's
territorial aud governmental entity,
along the lines aet forth in Secretary
Hay's note to the powers dated Juiy
8.
4. The United 8tat will not
declare war upon China on account
of the showing of facts, no matter
what other powers may do.
6. The United States, acting inde
pendently and for itself, will co-operate
with the other powers iu restor
ing order in China, In punishing all
officials, high or low, found guilty of
crimes against human life, and in
setting up stable government that
may give guarantees ol security of
life and properly aud freedom of
trade.

that supported its own ticket in 1896,
refuses to nominate a ticket thi year

action leaves the individuals compos
ing the party free to give support to
either of theother candidates. Some
or them will drift to Bryan, some
without doubt will vole for McKin
ley.
The Oerman press seems to think
that President McKiuley's reply to
the Emperor of China is a triumph
of Chiuese diplomacy. . But triumph
or not It appears Just, We want Mr.
Conger to be delivered tJ us in good
health or if he has been assassinated
we want the murdeiers punished.
We want our citizens respected and
our commerce protected. That done
it is just to use what influence we
have to prevent the dismemberment
of China. If that be a success for
