There baa nut been, nor is there now, to my kuowlcdge, a lobby hers working for Ibe l'orto Hican 111, but theae nyndicatea and tl.e ctalflsh of New Kngland and other interests, including- the Hour interests are all trying to ft into l'orto Hito without paying the 15 per cent duty on their products, aa proposed In the bill. Wow, why have we imposed this ).' per cent of the Dingley taritl? It me answer this. l'orto Uico is poor, and has been awept by devasta ting and destructive flood. Her people are not at thia time, and in their preaent condition, able to pay the expenaea of their government. No cne wants the Uuited Klatea lo pay the expenae of running the gov- riitnent of any of our seveiai new aaeaaiona. The people themselves in each of the Islanda or groups should pay their own exia-naea. How ia l'orto Hico to do thia now that ahe has no local government? We must Hrat give her a local gov ernment, and both houses of Congress are at work upon thai problem, and, in my opinion, that problem wl.l la wiaely solved when it ia done, but it will take year and a half or two years to formulate a government for her and to put it in running order, mi that theae people, with their own government machinery, may raise uxmey to run their own (.overunienl In the meantime, what should wo do? Follow the advice of the syn dicates and trusts and tax thia deso late island, it lands or Its limited prtKlui-tlont-T Or do aa we proMiae and put thia trifling duty upon the exports and liuisirts of the l'orto Uicana, and give every dollar ol it back to them to ruu their govern ment? Thia will be felt by none except the syndicates and trusts and audi other interests aa will do the buying there and the shipping to l'orto Kitv. Indirectly, of course, aome of thi will be paid by the lunaumers, bui it will fall lightly upon them, and the burden will be imperceptible. while a direct tax would tat simply brutal and inhuman. The bill alsn provides that thia tax shall expire in two years, which ia time enough t allow the government machinery i.l l'orto Uico loget into working order. There is a proposition to put a per inanent duty upon l'orto Hco. Thi is merely a temporary experiment for her own Internals. My frimd, never was a hill ao misrepresent! il and misunderstood as our I'orio llican bill, and the time will come in the near future when those who pro pose a direct tax, which would resul from absolute tree tratle, will auff r In every -aa-aible way for their mi guided conduct, for their aelrish acta " At In what Inteleata the trusts hav In the inatti rlhe following par agraph is taken from Senator -tMon er's8aich In the Henate reported at atge IM7I, first column, ('-ong-cmlou at K-voril: Mr. SItM)NKIl I stated that this auxir waa itnHrted by the American Sugar Iteflning Company allium! entirely, aa I understand It.
